The next, 7th edition, of the collection “Monitoring of prices of real estate, land and rental rates” as of March 1, 2020 was prepared by experts of the Non-profit partnership “Union of Appraisers of the Republic of Tatarstan” (Partnership) based on our own research since 2016. This direction was also supported by the Government of the Republic of Tatarstan (Decree of the Cabinet of Ministers of the Republic of Tatarstan from March 13, 2019 No. 182). Partnership studies are carried out by independent analysts, in the order of expert and consulting support in solving socially significant issues related to valuation activities and are aimed at ensuring the rights of both appraisers and valuation customers, including citizens and legal entities, authorities at all levels, courts, notaries , tax and law enforcement agencies and other persons to receive reliable and consistent information. Monitoring is carried out with the assistance of the Chambers (Departments, Committee) of land and property of municipal districts and urban districts of the Republic of Tatarstan, the Ministry of Land and Property of the Republic of Tatarstan, the Ministry of Construction, Architecture and Housing and Public Utilities of the Republic of Tatarstan, together with professional associations of real estate market participants and expert organizations. Monitoring is based on the analysis and statistical processing of market information about offers and transactions for undeveloped land plots and capital construction projects obtained from the media, multi-listing ad systems, data from professional real estate market participants, experts, auction and transaction results, including . with state and municipal property committed since the previous release.
The Resolution of the Government of the Russian Federation of April 4, 2020 No. 440 "On the extension of the validity of permits and other features in relation to licensing activities in 2020" was adopted.
Appendix No. 7 relates to the issue of extending the validity of qualification certificates of appraisers.
The procedure for carrying out appraisal activities has been clarified.
The amendments, in particular: secured the rights of a legal entity that concluded an agreement with the customer to conduct an appraisal, to receive from the customer the information and documentation necessary to conduct the appraisal, as well as to refuse to conduct the appraisal and terminate the contract for its implementation if the customer did not provide providing the necessary information or working conditions corresponding to the contract;
clarified the deadline for applicants to re-pass the qualification exam in the field of appraisal activities and the conditions for issuing a qualification certificate;
resolved issues related to the reorganization of a non-profit organization having the status of a self-regulatory organization of appraisers;
the list of grounds for applying disciplinary measures against members of SRO appraisers has been expanded;
the rules governing the procedure for depositing to a notary public the property that makes up the SRO compensation fund are fixed in the absence of a national association of SRO appraisers during the liquidation of such an organization;
A list of information on the report on the valuation of property of the debtor, which is to be included in the Unified Federal Register of Bankruptcy Information, has been established.
Due to the difficult epidemiological situation and the introduction of a quarantine regime in educational and other institutions, the conduct of qualification exams in the field of appraisal activities in Moscow and Kazan has been temporarily suspended. Details - on the website of appraisers-rt.rf
At the next meeting of the Board of NP "Union of Appraisers of the Republic of Tatarstan", the draft annual financial statements for 2019 and the financial plan of the Partnership for 2020 were considered. Partnership President Andrei Lisichkin emphasized that the planned number of professional reviews and opinions (from 70 to 110), analytical studies of the housing market (from 45 to 68) will increase significantly, the content of the Price Monitoring Book published twice a year will be updated and expanded. It is planned to continue training and advanced training of appraisers, to modernize activities in the framework of digital transformation. Members of the Union will have to approve budget items at the general annual meeting on March 19, 2020. Next, a list of candidates for the Board of Nonprofit Partnership was considered. Union Executive Director Oleg Bulgakov informed about the candidate for the post of President of the partnership. Member of the Board, head of the largest regional association of appraisers represented in the Union, Dmitry Zakhmatov announced the organization’s plans, supported the direction of community consolidation and improving the quality of valuation.
At the further meeting of the Real Estate Market Monitoring Committee of the Union of Appraisers of the Republic of Tatarstan, a mock-up of the Compendium of monitoring the prices of real estate, land and rental rates as of March 1, 2020 was formed. The collection has been substantially amended by proposals of the Chambers of land and property relations of the republic, experts, as well as by the results of an analysis of open sources.
At the meeting of the Expert Advisory Council of NP Union of Appraisers of the Republic of Tatarstan, draft professional opinions prepared by Union expert Rezida Betretdinova based on reports on the valuation of property seized in order to implement large-scale republican projects were considered. The Deputy Minister of Land and Property Eduard Diyarov emphasized that the adequacy of property to financial support from the budget in such cases should be confirmed by a thorough professional audit, eliminating corruption risks. To this end, independent experts from various SROs are included, which are members of the Expert Council of the Union. Along with experts and appraisers, the director of the Institute of Economics and Management in Construction of Kazan State University of Architecture and Civil Engineering Rustem Sirazetdinov, the head of the department of the Committee for Land and Property of Kazan Albina Safina and the head of the evaluation department of the Ministry of Land and Property of the Republic of Tatarstan Larisa Shvetsova took part in the discussion on the issue.
