Amendments to the Budget Code of the Russian Federation
On April 7, 2020, President of the Russian Federation Vladimir Putin signed the Federal Law On Introducing Amendments to Article 472 of the Budget Code of the Russian Federation.
The federal law supplements the list of cases recognized as uncollectible to recover debts on payments to the budget established by the Budget Code of the Russian Federation in the following cases:
- recognition as a bankrupt of a citizen who is not an individual entrepreneur, in accordance with the Federal Law “On Insolvency (Bankruptcy)”;
- application of acts of amnesty, pardon in relation to convicts of a fine;
- exclusion of a legal entity by decision of the registering authority from the unified state register of legal entities.
The federal law also establishes that unpaid administrative fines are recognized as uncollectible if, in accordance with the procedure established by the Code of the Russian Federation on Administrative Offenses, they are ordered to terminate enforcement proceedings.
