Specialists of the State Budgetary Institution “Center of State Cadastral appraisal” of the Republic of Tatarstan took part in the Interregional Forum “Judicial Practice of Establishing the Cadastral Value in the Market Amount”.
On June 23, 2020, heads and specialists of state budgetary institutions from 54 constituent entities of the Russian Federation, including employees of the State Budgetary Institution “Center of state cadastral appraisal” of the Republic of Tatarstan, took part in the Interregional Forum “Judicial Practice of Establishing the Cadastral Value at the Market amount”, which took place in a video conference format.
Svetlana Goryachkina, Deputy Chairman of the Government of the Ryazan Region, made a welcoming speech, noting that for three years the regions have been conducting state cadastral appraisal according to the “new” rules, and during this time, thanks to active interaction, they have accumulated sufficient experience, including in litigating the cadastral value . Now there comes a period when it is necessary to analyze judicial practice and pay attention to the formation of a unified approach in preparation for court hearings. It is necessary that the litigation process be as professional as possible, and the results of the contest in the event of a decrease in the cadastral value are absolutely reasonable, objective and correct.
According to the results of the forum, participants had the opinion that the development and approval of a unified methodology for determining cadastral and market values, and the creation at the regional level of a single database of prices of offers for the sale of real estate, will serve as a constructive development of judicial practice.
