Today a press conference on the topic "Prevention of corruption in the field of land and property relations" with the participation of Deputy Minister Rustem Shameev was held in the Republican Agency for Press and Mass Communications Tatmedia. During his speech, Rustem Shameev spoke about the organization of control over the use of state property by state institutions and compliance with the requirements of anti-corruption legislation by subordinate organizations. Since 2009, the Ministry of Land and Property of the Republic of Tatarstan annually inspects the safety of state property and the efficiency of its use by institutions.
In addition to control over the use of state property, the Deputy Minister said, the Ministry pays considerable attention to the issues of streamlining property relations related to municipal and private forms of ownership.
In order to protect the rights of owners of real estate objects and land plots, to minimize corruption risks, an interdepartmental working group was created in the republic in 2017 to conduct an inventory of real estate objects and land plots for which there are no registered rights. Using the example of Vysokogorsky and Verkhneuslonsky districts, a detailed methodology for performing the work has been developed and communicated to all municipalities.
At present, taking into account the experience gained in the pilot districts, inventory of objects is being carried out throughout the republic. To date, about 600 thousand objects have been surveyed, which is 70% of the total number to be visited. Rustem Shameev noted that citizens themselves are primarily interested in registering rights to real estate. Registration of rights is required for any changes related to the legal status of objects, as well as to protect the rights of owners, for example, in cases of demolition of a house or seizure of a plot.
It is also necessary not to weaken the control measures by the local self-government bodies of municipal districts over the observance of legislation when the heads of rural settlements provide extracts from household books on the ownership of land plots by citizens.
The next issue, which has not lost its relevance in recent years, is the work to reduce debt on rent payments. The negative situation with debt is due to a number of factors, such as inadequacies in accounting for lease relations, improper execution of claims and claims, a shortage of staff in the chambers of property and land relations, combined with a high turnover of personnel, and the unfavorable financial and economic condition of a significant number of tenants. The identification and analysis of these reasons was largely facilitated by field events as part of the Republican expert group on combating corruption in the municipalities of the Republic of Tatarstan.
The Ministry provides systematic methodological assistance to municipalities. In the current year, a standard “road map” for reducing rent arrears was developed and sent to municipalities, which provides for the necessary set of measures. The municipalities have now approved their road maps. Standard samples of documents on municipal property management, draft regulations, registry templates, explanations on specific issues and other necessary materials are developed and sent.
The leadership of the republic attaches great importance to the training of managers and specialists of Chambers and Departments, which is carried out in three main forms: training seminars, round tables and internships. Seminars are held with the invitation of well-known specialists in the Russian Federation in the field of land and property relations. On them, among other things, issues of lease relations are considered.
An important factor in reducing corruption risks is the sale of property through electronic trading. Since 2017, the Ministry has been selling and leasing state property exclusively through electronic auctions on the electronic platform zakazrf.ru - one of the 8 federal electronic trading platforms accredited by the Government of the Russian Federation.
At present, all municipalities of the republic are registered on the electronic platform. Since the registration on the trading floor, more than 1600 tenders have been announced for the sale of property for a total amount of more than one billion two hundred million rubles, 640 tenders have been announced for the implementation of the lease rights for a total of more than 135 million rubles. In order to ensure the legitimacy of transactions for the sale of property and monitoring the implementation of the indicator for each municipality, the Ministry conducts an analysis in order to possibly identify auctions held outside the electronic platform - both for the sale of property and for rent, including through the website torgi.gov.ru
Today, the issues of reducing corruption risks in the field of property relations are among the most urgent in the activities of municipalities. Together with the Office of the President of the Republic of Tatarstan on anti-corruption policy, the Ministry of Land Property of the Republic of Tatarstan will continue consistent work to provide methodological and practical assistance to municipalities in this direction.
