The head of the Ministry of Land Property of the Republic of Tatarstan reported on the state of the unitary enterprises of the republic

Minister of land and property of the Republic of Tatarstan Fanil Agliullin reported on the condition of unitary enterprises of the Republic of Tatarstan today at a meeting in the Government House of the Republic of Tatarstan.

The meeting was held by videoconference with all municipal regions by the President of the Republic of Tatarstan Rustam Minnikhanov. The meeting was attended by the Prime Minister of the Republic of Tatarstan Alexey Pesoshin.

As of November 1, 2020, 14 state unitary enterprises and 142 municipal unitary enterprises are registered in the republic. The cost of the fixed assets of the state unitary enterprise and municipal unitary enterprise at the end of the third quarter of 2020 is 2.9 billion and 57.7 billion rubles, respectively.

Of the 142 registered unitary enterprises, 107 are active, 15 are not operating, 13 are at the stage of liquidation, 7 are at the stage of bankruptcy. 12 of the 14 unitary enterprises, are active.

For 9 unitary enterprises the activity is profitable, for three - unprofitable. Fanil Agliullin noted that quarterly losses for 3 unitary enterprises are typical for them annually, while at the end of the year their activities are expected to be profitable. Over the past five years, the activities of all operating unitary enterprises at the end of the year have been profitable.

Of the 107 operating municipal unitary enterprises, 52 municipal unitary enterprises (48%) are unprofitable, and 33 municipal unitary enterprises (30.8%) are credited.

In 2020, the budget of the Republic of Tatarstan received 32.75 million rubles from the transfer of a part of the unitary enterprises net profit based on the results of activities for 2019. These revenues decreased by 3.8 million rubles due to a decrease in the main indicators of the financial and economic activities of two enterprises: State Unitary Enterprise "Center for Information Technologies and State Unitary Enterprise" Tatinvestgrazhdanproekt ".

The head of the Ministry of Land Property of the Republic of Tatarstan focused on the two most profitable state unitary enterprises. So, following the results of 9 months of this year, the leading positions in net profit are taken by the State Unitary Enterprise "Medical Equipment and Pharmacy of Tatarstan". For the reporting quarter, its profit is 124.9 million rubles, which is 2.7 times higher than the same indicator for the last year (45.6 million rubles for 9 months of 2019). The growth of the main indicators of the specified enterprise is associated with an increase in demand for the company's products in connection with the aggravation of the sanitary and epidemiological situation in the country.

Also, according to the results of 9 months of 2020, the Tatleasing State Unitary Enterprise has a stable trend towards an increase in key performance indicators. The net profit of this enterprise also increased 2.8 times compared to the same period last year and is 16.3 million rubles.

Indicators of other unitary enterprises are approximately in the range of indicators for the same period last year.

In most municipalities, as well as at the level of the republic, a standard is set in the amount of 30% of the profit to be transferred to the municipal budget. As of November 1, 2020, the consolidated budget of the Republic of Tatarstan received revenues from the transfer of part of the municipal unitary enterprises net profit in the amount of 14 million rubles. At the same time, not all municipal unitary enterprises performed this obligation.

Currently, 7 municipal unitary enterprises are in bankruptcy proceedings. In relation to the municipal unitary enterprises of Rybno-Slobodsky and Zelenodolsky municipal districts, a monitoring procedure was introduced in 2020. During his speech, the minister proposed to consider municipal unitary enterprises that are at the active stage of bankruptcy proceedings, and urged the heads of municipalities to keep control over the bankruptcy procedures of municipal unitary enterprises and not allow penalties from the municipal budget.
