Commercial real estate price monitoring
Monitoring is carried out jointly with professional associations of real estate market participants and expert organizations with the assistance of the Chambers (Departments, Committee) of land and property of municipal districts and urban districts of the Republic of Tatarstan, the Ministry of Land and Property of the Republic of Tatarstan, the Ministry of Construction, Architecture and Housing and Communal Services of the Republic of Tatarstan.
The monitoring was compiled on the basis of analysis and statistical processing of market data on offers and transactions for undeveloped land plots and capital construction projects obtained from the media, multi-listing ad systems, data from professional real estate market participants, experts, results of auctions and transactions, including ... with state and municipal property, committed from the moment of the previous release.
When determining the price ranges, mathematical processing of information was carried out with the exclusion of the maximum and minimum values of the cost, as well as with obviously unreliable or contradictory information.
Monitoring determines price ranges and cannot replace the procedure for determining the market value of specific real estate objects, which is carried out in accordance with Federal Law No. 135-ФЗ dated July 29, 1998 "On Appraisal Activities in the Russian Federation", as well as the Federal Appraisal Standards in force on the appraisal date. Monitoring is for reference only and cannot be used as a basis for transactions, since it does not take into account the individual characteristics of land plots (relief, configuration, local location, area, type of permitted use, the presence of easements and encumbrances, the possibility of bargaining, the presence of environmental factors, pollution, and others factors), capital construction projects (architectural and planning solutions, wear and tear and obsolescence, the presence of encumbrances, the possibility of bargaining, area, local location and other factors). Since 2019, the Monitoring Collection has published the ranges of the average market value of residential real estate in the Republic of Tatarstan. The Collection also contains information about the Union and Recommended minimum tariffs for performing appraisal works for the next year.
