Research of the average market value of residential real estate in the territory of the Republic of Tatarstan for 2020 and at the beginning of 2021

In pursuance of the Resolution of the Cabinet of Ministers of the Republic of Tatarstan dated March 13, 2019 No. 182, NP "Union of Appraisers of the Republic of Tatarstan" conducted research on the average market value of residential real estate in the Republic of Tatarstan for 2020 and at the beginning of 2021.

The results are presented in the Expert-analytical study of the residential real estate market in municipal districts and urban districts of the Republic of Tatarstan in 2021. The heads of the executive committees of the districts and cities of the Republic of Tatarstan were notified of the study, the results of the studies on the subordinate territories were sent to these addresses, in some cases the necessary adjustments were made with the housing policy departments of the executive committees. The generalized tables of the average market value of residential real estate are planned for publication in the 9th edition of the Collection “Monitoring of prices of real estate objects, land plots and rental rates” as of March 1, 2021.

In general, according to the results of research in 2021, experts of the Union of Appraisers of the Republic of Tatarstan draw the following conclusions:

Basically, the housing market of the Republic of Tatarstan is experiencing an increase in the average median values of specific market values. Growth of the average median cost of 1 sq.m. housing (apartments) as a percentage by cities was: Kazan - 12, Naberezhnye Chelny - 7.38, Elabuga - 22.29, Nizhnekamsk - 25.73, Chistopol - 12.7, Leninogorsk - 10.6, Zelenodolsk - 3.7 , Zainsk - 12.85, Almetyevsk - 19.11, Nurlat - 4.5 percent. The cost of housing in Buinsk, Aznakaevo and Bugulma has slightly decreased. At the beginning of 2021, no significant changes were observed due to market saturation.

There is a polarization of the prices of offers i.e. the lower price range has become smaller (the involvement of more budget real estate is observed), and the upper range has become more expensive (corresponds to the general market trend, inflation growth, etc.)

Market capacity has slightly decreased, i.e. the number of active offers decreased.

An expert-analytical study, based on the results of analysis and approval, is sent by the Ministry of Land Property of the Republic of Tatarstan to the Ministry of Construction, Architecture and Housing and Communal Services of the Republic of Tatarstan in order to facilitate the implementation of the Law of the Republic of Tatarstan dated March 16, 2015 No. 13-ZRT "On the implementation of citizens' rights to residential premises under contracts for the lease of residential premises of the housing stock of social use "in municipal districts and urban districts and to the Ministry of Youth Affairs of the Republic of Tatarstan in order to implement the subprogram" Provision of housing for young families in the Republic of Tatarstan "of the state program" Provision of high-quality housing and housing services. communal services of the population of the Republic of Tatarstan ", approved by the Resolution of the Cabinet of Ministers of the Republic of Tatarstan dated October 3, 2019 No. 888.
