Establishing the border between Tatarstan and Mari El by agreement of the parties may be difficult

10 June 2021, Thursday

The day before, the regular meeting on the issue of developing an agreed position on determining the location of the administrative border between the Republics of Tatarstan and Mari El was held.

The meeting was organized on the initiative of the Mari side, which was represented by the Deputy Minister of Construction of the Republic of Mari El Konstantin Khizhnyak, the heads of Office of Federal service of state registration, cadastre and cartography of Mari El and the administration of the city of Volzhsk. From the side of the Republic of Tatarstan, the meeting was attended by the acting Deputy Minister of Land and Property of the Republic of Tatarstan Tagir Khusnutdinov, Director of the State Budgetary Institution Spatial Data Fund of the Republic of Tatarstan Ruslan Komarov, Head of the Department of Geodesy and Cartography of the State Budgetary Institution Spatial data fund of the Republic of Tatarstan Andrey Logashin, representatives of Federal service of state registration, cadastre and cartography and the Cadastral Chamber of the Republic of Tatarstan, as well as the Ministry of Forestry of Tatarstan.

The section of the border of the Zelenodolsk region of Tatarstan and the city of Volzhsk of the Republic of Mari El is densely populated and has many overlaps of cadastral plots in the unified state register of real estate. The situation is complicated by the fact that the land plots in Volzhsk are covered by the Zelenodolsk forestry of the Republic of Tatarstan.

Taking into account the interests of the population and the need to maintain the balance of the areas of the constituent entities of the Russian Federation, the parties have developed a joint approach to solving this issue, namely: to leave the territory of the land plots of the city of Volzhsk to the Republic of Mari El, moving the border of the Zelenodolsk forestry of the Republic of Tatarstan. However, as it turned out, the agreement of both Republics and the Ministry of Forestry was not enough to change the borders. Due to the lack of title documents and the need to comply with the protocol requirements, at the meeting it was decided to contact the Central Office of the Russian Federal Register for advice.

There are no disagreements on the rest of the borders between the aforementioned republics.
