The Minister of Land and Property of the Republic of Tatarstan Fanil Agliullin reported on the provision of land plots to large families, registration of land plots on which burial sites are located, and registration of the boundaries of settlements at a republican meeting in the Government House of the Republic of Tatarstan.
The meeting in the mode of video conferencing with all municipal districts was chaired by the Prime Minister of Tatarstan Alexey Pesoshin.
So, today the Unified State Register of Real Estate contains information about the boundaries of 1017 (33%) settlements. Various performers are working on master plans for 268 settlements, the development of which will additionally ensure the registration of the borders of more than 900 settlements on cadastral records. It is necessary to develop master plans for another 367 municipalities, which will allow more than 1.1 thousand settlements to be registered on the cadastral register. Since 2018, the general plans of settlements have established the boundaries of 851 settlements, but 89% of them have been put on cadastral records. Since 2018, 100 settlement zones have been approved. Territorial zones have been registered for cadastral registration only for 5 approved land use and development rules. Meetings were held with each municipal district to review the progress of work on bringing the documents of territorial planning and urban planning zoning in line with the requirements of the legislation.
To date, 94% (3 thousand 964) of plots under cemeteries have been formalized. The problem areas include 258 (6%) plots, activities on them are not completed. Six municipal districts have fully completed the design of the plots: Arsky, Buinsky, Zainsky, Pestrechinsky, Sarmanovsky and Cheremshansky. There are a number of problematic issues that complicate the completion of this work in other areas: finding land plots of cemeteries in private ownership; intersection with the forest fund location on the lands of common land uses, while the division of the original site and other actions are not allowed without correcting it, which requires additional financial and time costs.
On the issue of providing land plots to large families, the minister noted the following. More than 64 thousand large families are included in the lists, of which 40.5 thousand are provided with land plots. The quarterly republican indicator established by the State Assignment (assessing the quality of life of the population and the effectiveness of activities for 2020-2022) for providing large families with land plots for the 1st and 2nd quarters of 2021 has been fulfilled.
The minister emphasized that, taking into account the available land plots, the current deficit in the republic is more than 19 thousand land plots. Almost 70% of the deficit falls on the cities of Kazan and Naberezhnye Chelny. In Kazan, 15 thousand 817 families with many children are included in the lists, of which 6 thousand 485 have received land plots. Municipal areas in the settlements of Sokury and Kaymary have been developed. Work continues on the development of federal areas.
In Naberezhnye Chelny, out of 8,378 large families included in the lists, 3,264 families are provided with land plots. Municipal areas in the villages of Azmushkino, Semekeevo, Ilbukhtino, Kalmash are fully developed. Areas are being worked out located in the area of the villages of Igenche, Biyurgan, Yanga-Bulyak, Verkhniy Suyk-Su of Tukaevsky district.
Fanil Agliullin urged the heads of municipalities to pay attention to the comprehensive provision of the communal and engineering infrastructure of the land plots provided, as well as the involvement of additional territories.
