The issues of territorial planning, cadastral registration, the creation of a state information system for ensuring urban planning activities, the establishment of boundaries, the development of master plans and rules for land use and development were discussed with the Minister of Land and Property of the Republic of Tatarstan Fanil Agliullin by students of Kazan State University of Civil Engineering. The minister told the students about the issues of territorial planning that are directly addressed by the department.
One of the most pressing issues today is the cadastral registration of the boundaries of settlements and territorial zones. Fanil Agliullin noted that the importance of this work is also due to the new rule, which comes into force on January 1, 2024. According to this rule, the issuance of a building permit will be impossible if the Unified State Register of Real Estate does not contain information on the boundaries of the territorial zones in which the land plots are located.
The institution Spatial Data Fund of the Republic of Tatarstan subordinate to the Ministry of Land Property of the Republic of Tatarstan has developed guidelines for the unification of documents on territorial planning and urban zoning, as well as the creation of a state information system for ensuring urban planning activities. These standards are a unique method for bringing master plans in line with existing requirements, which will allow you to easily upload documents to state information system for ensuring urban planning activities in the future.
Speaking about general plans, we should not forget about the rules of land use and development, Fanil Agliullin emphasized. They are needed primarily to streamline urban planning activities and optimize the land use of the municipality. Also, land use and development rules simplifies the process of resolving issues on establishing and changing the types of permitted use of land plots, as well as the process of state cadastral registration.
In the conversation with the students, other issues were raised, the knowledge of which may be useful for future specialists in the architectural and construction sphere. At the end of the meeting, the minister wished the students to become in-demand specialists performing work of great social and economic importance, and stressed that high professionalism combined with hard work and responsibility is a reliable foundation for a successful future.
