The non-commercial partnership "Union of Appraisers of the Republic of Tatarstan" (Union) released the 10th anniversary edition of the Collection "Monitoring of prices of real estate objects, land plots and rental rates" as of 01.09.2021. Monitoring is carried out in the order of expert and consulting support to the authorities and local self-government of the Republic of Tatarstan, members and partners of the Union.
Tracking the dynamics of monitoring, the Union's experts note, in comparison with 2020 and the beginning of 2021, a certain increase in market prices for commercial real estate in the capital of the republic. For example, in Kazan, it ranged from 15 to 30 percent, depending on the districts of the city. The prices for retail space increased most significantly, within the inflation rate - for administrative and office premises. The demand for industrial and warehouse premises remained at the same level, with the exception of the Aviastroitelny District - there is an increase in the lower limit of the price range (from 12 to 19 thousand rubles per 1 sq. Meter, the upper limit is 40-41 thousand rubles per 1 sq. Meter). meter). A similar growth in areas of mass housing development was noted in Naberezhnye Chelny. In most of the rest of the municipal districts of the Republic of Tatarstan, during the year, commercial real estate changed insignificantly in price, mainly in retail premises and public catering premises.
Commercial real estate rental rates in Kazan and Naberezhnye Chelny, which fell slightly compared to the values at the beginning of 2020, changed insignificantly during the year, in contrast to the municipal districts of the republic, where monitoring shows a certain upward trend.
Along with the rise in prices for land plots for multi-storey buildings in Kazan, as well as for buildings and other purposes in the suburban areas of the capital, the dynamics for this indicator in other areas of Tatarstan is quite stable. At the same time, some extreme values show an interest in acquiring land with a reduction in effective demand.
The price ranges for agricultural land plots, including those adjacent to settlements, also slightly changed compared to 2020 and the results of the previous monitoring for March 2021. There is a similar trend in rental rates for land plots. At the same time, a sharp increase in individual extreme values for single transactions shows a certain decline in business activity and effective demand.
The collection reflects the monitoring of the average market value of residential real estate in the Republic of Tatarstan at the beginning of 2021. At the same time, experts note the need for more frequent updating of monitoring for residential real estate. For example, according to a separate study conducted, since the beginning of the year, the average median value of 1 sq. meters of residential real estate (apartments) in the city of Arsk has grown since the beginning of the year from 40.7 to 49.5 thousand rubles per 1 sq. m. meter, in the Arsk municipal district - from 30 to 38.9 - thousand rubles per 1 sq. meter). Based on resource provision, residential real estate research is carried out once a year as of the end of the previous year. At the same time, these monitoring indicators are taken into account in the state programs of support for the population and business of the Ministry of Construction of the Republic of Tatarstan, the Ministry of Youth of the Republic of Tatarstan, the Ministry of Agriculture of the Republic of Tatarstan, the Ministry of Economy of the Republic of Tatarstan, and municipalities.
Answering the question about the availability of research, experts refer to the minutes of the workshop "On the development of the archival industry of the Republic of Tatarstan within the framework of digital transformation" dated 05.08.2021 No. SHG-12-259. In accordance with the document, the results of monitoring the prices of real estate objects, land plots and rental rates, carried out by the Union of Appraisers of the Republic of Tatarstan since 2017, are recognized as protected intellectual property of the Republic of Tatarstan and will be transferred to the National Archives of the Republic of Tatarstan. Thus, the provision of these results to third parties is regulated in accordance with the procedure for the use, publication and provision of intangible assets from archive funds and the Unified automated information system.
It should also be borne in mind that monitoring determines price ranges and cannot replace the procedure for determining the market value of specific real estate objects, which is carried out in accordance with the Federal Law of July 29, 1998 No. 135-FZ "On appraisal activities in the Russian Federation", as well as those in force on the date assessments by Federal valuation standards (approximate rates for valuation in the Republic of Tatarstan are shown in the illustrations). Monitoring is for reference purposes and cannot be used as a basis for making transactions, since it does not take into account the individual characteristics of real estate objects, the presence of environmental factors, pollution and other factors), capital construction projects (architectural and planning solutions, wear and tear and obsolescence, the presence of encumbrances, the possibility of bargaining , area, local location and other factors).
