The 10th anniversary edition of the Collection "Monitoring the prices of real estate objects, land plots and rental rates" as of September 1, 2021 was prepared by the non-profit partnership "Union of Appraisers of the Republic of Tatarstan" on the basis of its own research conducted since 2016. The need to systematize monitoring by qualified independent experts was due to the appeals of entrepreneurs and citizens of the Republic of Tatarstan to the Commissioner under the President of the Republic of Tatarstan for the protection of the rights of entrepreneurs. The social significance of research development is reflected in the Resolution of the Cabinet of Ministers of the Republic of Tatarstan dated March 13, 2019 No. 182. Monitoring is carried out in the order of expert and consulting support to authorities and other subjects of assessment in solving socially significant issues related to valuation activities and to obtain reliable and consistent information in forecasting, analysis, approval and execution of transactions with real estate (including land plots) and rights to it.
The results of the analysis are formed by experts from the appraisal community, regional offices of the main self-regulatory organizations of appraisers of Russia, together with professional associations of participants in the real estate market, educational organizations with the assistance of the Chambers (Departments, Committee) of land and property relations of municipal districts and urban districts of the Republic of Tatarstan, the Ministry of Land Property of the Republic of Tatarstan, the Ministry of Construction of the Republic of Tatarstan, the Ministry of Youth Republic of Tatarstan, Ministry of Agriculture and Food of the Republic of Tatarstan, State Budgetary Institution "Center for State Cadastral appraisal". When determining the price ranges, mathematical processing of information was carried out with the exclusion of the maximum and minimum values of the cost, as well as with obviously inaccurate or contradictory information. Monitoring determines price ranges and cannot replace the procedure for determining the market value of specific real estate objects, which is carried out in accordance with Federal Law No. 135-FZ dated July 29, 1998 "On Valuation Activities in the Russian Federation", as well as the Federal Valuation Standards in force on the valuation date. Monitoring is for reference purposes and cannot be used as a basis for transactions, since it does not take into account the individual characteristics of real estate objects (environmental factors, pollution and other factors), capital construction projects (architectural and planning solutions, wear and tear, obsolescence, the presence of encumbrances, the possibility of bargaining, area , local location and other factors). Since 2019, the Monitoring Collection has published the ranges of the average market value of residential real estate in the Republic of Tatarstan in order to implement state sectoral social programs.
