During the meeting of the Public Council under the Ministry of Land and Property of the Republic of Tatarstan, held on December 16, 2021, Chairman of the Council Rashid Abashev made a presentation on the results of the year and areas of interaction. The speech, in particular, reflects the topics raised at the meetings of the Council: implementation of corporate governance functions in organizations with a state share in the authorized (joint) capital, support for entrepreneurs, implementation of public control functions, a set of antimonopoly organizational and legal measures, results of a public opinion poll on the state of corruption and other issues. The speaker noted a positive trend in the anti-corruption work of the Ministry, given the absence of negative facts for 2021. This fact was also confirmed by representatives of law enforcement agencies at a meeting of the Commission on Combating Corruption under the Minister of Land and Property of the Republic of Tatarstan.
Rashid Abashev said that significant changes have been made to the regulatory framework for the activities of Public Councils. In particular, the function of public control of the Council over the activities of the executive body has been determined. The Council organizes public examination of regulatory legal acts, participates in monitoring the quality of the provision of public services, in the work of personnel commissions of the ministry, and much more. An entire section is devoted to conflicts of interest in the Public Council, prevention of corruption risks. The innovations in the legal framework require new approaches to the activities of a public body representing the positions of civil society, the speaker emphasized.
The issues of anti-corruption work of the Ministry of Land Property of the Republic of Tatarstan were highlighted by Evgenia Moskalenko, the person in charge for this area of the Ministry's activities. Based on the results of the speech, proposals were made by the members of the Council. Oleg Bulgakov, Executive Director of the Union of Appraisers of the Republic of Tatarstan, made proposals on organizing the activities of anti-corruption bodies within the Ministry. They also took into account the proposals of the member of the Public Chamber of the Republic of Tatarstan Artur Mustaev regarding the direction of an anti-corruption survey to the Chamber of Commerce and Industry of the Republic of Tatarstan, other associations of entrepreneurs, the organization of a "hot line" on land and property issues on the basis of the Public Chamber of the Republic of Tatarstan.
The closing remarks were made by Fanil Agliullin, Minister of Land and Property of the Republic of Tatarstan. He noted the significant role of the Public Council in the activities of the ministry, dwelled on the specific contribution of council members Rashid Abashev, Nazgat Magrifatullin, Oleg Bulgakov, members of the Public Chamber of the Republic of Tatarstan Asiya Timiryasova, Artur Mustaev, Rosa Akhmadieva in the development of civil society institutions, the implementation of public control mechanisms, made proposals on the development of further interaction.
The Minister also noted that the main activity of any government body is work for society, the provision of public services, where the Council's functionality allows you to build barriers to corruption, effectively form mechanisms for interaction with individuals and organizations.
