Changes have been made to the Urban Planning Code of the Russian Federation
Federal Law of December 6, 2021 № 408-ФЗ "On Amendments to Certain Legislative Acts of the Russian Federation" amended the Urban Planning Code of the Russian Federation. Now the developer can, on the basis of an application for the commissioning of a capital construction object, sent to an authorized body or organization, receive a full range of necessary services, including making an entry on the right to such an object in the Unified State Register of Real Estate. To do this, the developer must indicate, among other things, information on the payment of the state duty for the implementation of state registration of rights in the application for issuing a permit to enter a capital construction object into operation.
This procedure does not apply to apartment buildings and other real estate objects built or reconstructed in accordance with the Federal Law "On Participation in Shared Construction of Apartment Buildings and Other Real Estate Objects and on Amendments to Certain Legislative Acts of the Russian Federation", and to apartment buildings built or reconstructed housing and construction cooperatives.
The federal law entered into force on December 6, 2021, with the exception of certain provisions that come into force on September 1, 2022.
