An expanded meeting of the Board of the Ministry of Land and Property of the Republic of Tatarstan took place today.

The meeting was attended by First Deputy Prime Minister of the Republic of Tatarstan Rustam Nigmatullin.

The main topic is the results of the work of the Ministry of Land and Property Relations of the Republic of Tatarstan in 2021 and tasks for 2022.

Fanil Agliullin, Minister of Land and Property of the Republic of Tatarstan, made the keynote speech.

In the reporting year, the activities of the Ministry were aimed at improving the efficiency of using state property, its profitability, increasing tax revenues to the budget system of the Republic of Tatarstan, ensuring participation in the implementation of social and economic programs of the Republic of Tatarstan, implementing digital transformation measures, developing territorial planning, and interacting with municipalities Republic of Tatarstan, including on issues of effective use of municipal property, prevention of violations of the law and corruption in the land and property sector.

Consolidated budget revenues from the use of state and municipal property for 11 months. 2021 amounted to more than 5,525 million rubles, including proceeds from the management of state property - 597 million rubles, municipal property - 4,928.5 million rubles. The structure of income from state property management is dominated by renewable income, more than half of which is income from the lease of land and property.

In the reporting year, 190 inspections of the use of state property transferred to organizations under gratuitous use agreements, protective structures of civil defense, state property transferred under concession agreements, state property assigned to institutions under the right of operational management, and land plots provided to institutions on the right of permanent (unlimited) use. Based on the results of inspections, 6 protocols on administrative offenses were drawn up.

Work continued to expand the tax base for land and real estate when making an inventory of real estate objects that are not involved in the tax turnover. 851 thousand objects were examined, which is 96% of the objects to be bypassed.

 In 2021, a pilot cadastral assessment of the land of settlements was carried out, which was carried out in accordance with the updated methodology. Preparations for the assessment of land of all categories have been completed. In total, about 1.8 million land plots are to be assessed.

As part of addressing issues of territorial planning, work continues on registering the boundaries of settlements. The borders of 1104 settlements have been formalized, which is 35% of their total number.

Projects for the border of Tatarstan with the Republic of Bashkortostan, the Republic of Mari El, the Chuvash Republic and the Samara Region have been approved. A working draft has been agreed with the Ulyanovsk region, the draft of the border with the Kirov region is at the final stage. The agreement on establishing the border between Tatarstan and the Orenburg region was signed by the leaders of both regions and approved by the State Council of the Republic of Tatarstan on December 24, 2021.

Work continued to provide land plots to large families. In 2021, 3,838 plots were provided.

In the reporting year, the Ministry acquired 636 residential premises into the ownership of the Republic of Tatarstan to provide orphans under rental agreements.

Measures were taken for digital transformation in the field of land and property relations in the Republic of Tatarstan, including the conversion of 10 socially significant services into electronic form, an experiment was organized in the Republic of Tatarstan to create a Unified Information Resource on Land and Real Estate (SIR).

Systematic methodological assistance continued to be provided to the municipalities of the Republic of Tatarstan in the field of land and property relations, including on the issues of reducing debts to municipal budgets for rent payments, examination of property valuation reports, and cost consulting.

On the agenda of the board meeting, reports were also heard from Deputy Head of the Office of the Federal Tax Service of Russia for the Republic of Tatarstan Lilia Burganova on the introduction of innovations in federal legislation in the field of real estate in the Republic of Tatarstan and filling the Unified State Register of Real Estate with information, auditor of the Accounts Chamber of the Republic of Tatarstan Alexander Yakupov on revealing the facts of misuse of agricultural land, the director of the State Budgetary Institution "Center for State Cadastral Valuation" Lena Khamzina on conducting a state cadastral valuation of land plots this year and the general director of JSC "Agency for the State Order of the Republic of Tatarstan of Yakov Geller on the topic "Sale of property - economic motives."

In the final speech, the First Deputy Prime Minister of the Republic of Tatarstan Rustam Nigmatullin gave a positive assessment of the activities of the Ministry of Land and Property of the Republic of Tatarstan in 2021, outlined the key tasks for 2022.

The meeting ended with the awarding of particularly distinguished employees of the ministry.
