Head of the Ministry of Land Property of the Republic of Tatarstan reported on the situation in the field of agricultural land use

The Minister of Land and Property of Tatarstan Fanil Agliullin reported on the situation in the field of agricultural land use at the republican meeting in the House of the Government of the Republic of Tatarstan.

The President of the Republic of Tatarstan Rustam Minnikhanov held a meeting via videoconferencing with all municipalities. The meeting was attended by the Prime Minister of Tatarstan Alexei Pesoshin.

According to Federal service of state registration, cadastre and cartography, there are more than 4 million 600 thousand hectares of agricultural land in the Republic of Tatarstan. At the same time, according to the Office of the Federal Service for Veterinary and Phytosanitary Surveillance in the Republic of Tatarstan, as of 2021, more than 113 thousand hectares of unused agricultural land have been identified, of which 45 thousand hectares of such land have been put into circulation to date.

As Fanil Agliullin noted, the largest amount of unused land is in private ownership. Most of the unused land remains in the Almetyevsky, Verkhneuslonsky, Vysokogorsky, Yelabuzhsky, Laishevsky, Zelenodolsky, Mamadyshsky and Pestrechinsky municipal districts.

The involvement of unused lands in circulation should be one of the priority tasks, while both federal and republican and municipal authorities are involved in this work, the minister noted.

The main tool for influencing unscrupulous owners is state land supervision, carried out both directly by federal bodies and on the basis of materials from municipal land control.

Fanil Agliullin recalled that if fines are imposed by federal bodies of state land supervision on the basis of materials from local governments within the framework of municipal land control, the amounts are credited to the budgets of municipalities in full. In 2021, local budgets received only 1.2 million rubles.

Fanil Agliullin drew the attention of municipalities to the need to strengthen work in this direction.

The minister also touched upon the problem of unused lands for their intended purpose, previously included in the boundaries of settlements. In most of these territories, the development of a set of related urban planning and land management documentation, such as land use and development rules, planning and land surveying projects, is not provided, which is a prerequisite for their sustainable development.

For example, sites for the construction of social facilities, as well as corridors for the laying of engineering infrastructure facilities, the construction of roads and driveways, have not been laid.

The presence of the specified documentation could contribute to the rational use of territories, including involvement in the economic turnover and increase the investment attractiveness of the sites.

The effectiveness of involving unused lands in circulation depends on the joint and well-coordinated work of all interested federal government bodies, subjects and local governments.
