Fanil Agliullin, Minister of Land and Property of the Republic of Tatarstan, reported on the progress of work to reduce the debt on rent payments for the first quarter of the current 2022 at a meeting at the Government House of the Republic of Tatarstan today.
The meeting was held by the President of the Republic of Tatarstan Rustam Minnikhanov. The meeting was also attended by the Prime Minister of the Republic of Tatarstan Alexei Pesoshin
As of April 1, 2022, the total amount of debt under lease agreements for municipal property and land plots amounted to 486 million rubles, including 444.7 million (91.5%) for land plots and more than 41 million (8.5%) for property.
For the first quarter of this year, the total amount of debt increased by 37 million rubles. At the same time, the increase for land amounted to 31 million rubles, for property - 6 million rubles.
Since the general dynamics of debt in the republic is determined by urban districts, Fanil Agliullin dwelled on them in more detail.
Kazan accounts for 66% of the increase in total debt in the first quarter of this year. Debt under land lease agreements increased by 24 million rubles and amounted to 295.8 million rubles, property debt increased by 6 million rubles and amounted to 31.7 million rubles.
In the city of Naberezhnye Chelny, under land lease agreements, the debt was reduced by 100 thousand rubles and amounted to 40.7 million. As for property, the debt was reduced by 200 thousand rubles and amounted to 1.5 million rubles.
The share of the debt of the city of Naberezhnye Chelny is about 9% of the total debt in the republic.
The Minister of Land and Property of the Republic of Tatarstan noted that during the first quarter, the debt of 19 municipalities was reduced. The largest decline was achieved in Tukaevsky, Verkhneuslonsky, Nizhnekamsky, Pestrechinsky and Almetevsky districts.
At the same time, 25 municipalities allowed an increase in debt. The largest growth, in addition to Kazan, was observed in Laishevsky, Zelenodolsky, Aktanyshsky, Menzelinsky, Chistopolsky districts.
The Head of the Ministry of Land and Property of the Republic of Tatarstan also noted that since the beginning of 2021, the issue of debt reduction has been considered weekly at joint meetings in the mode of videoconferencing with the Ministry of Finance of the Republic of Tatarstan with the participation of representatives of the federal tax service and the bailiff service (a total of 93 such meetings were held).
Thanks to the intensification of work with debtors, including following the results of the meetings, during April, the debt in the Laishevsky district was halved and almost three times in the Zelenodolsk district.
In his report, the minister indicated that a significant amount of debt in the amount of 43.5 million rubles falls on tenants in the process of liquidation or bankruptcy, which is 10 million rubles more than this figure at the beginning of the year. He recalled the need to take timely measures to be included in the register of creditors.
At the end of his speech, Fanil Agliullin drew attention to the timely termination of lease agreements in cases where there are signs of further accumulation of debt.
