The Public Council under Federal service of state registration, cadastre and cartography discussed legislative initiatives in the field of land and real estate
The third meeting of the Public Council under Federal service of state registration, cadastre and catrography took place in 2022. Its participants discussed legislative innovations and initiatives, the implementation of the state program "National System of Spatial Data", the creation of the Public Law Company "Roskadastr", as well as issues of cadastral activities.

“For two years, 40 federal laws in the field of land and real estate have been adopted in the interests of people. They were developed by the Federal service of state registration, cadastre and catrography team with the direct participation of the professional community. There are 28 more initiatives in our “portfolio”. According to them, we are ready to interact with market participants, and for expert evaluation we will continue to involve members of the Public Council,” the head of the department said.
Chairman of the Public Council under Federal service of state registration, cadastre and catrography Alexander Kanshin noted the role of joint work.
“With the participation of the broad community and the department, changes were made to the Civil and Land Codes of the Russian Federation, work is underway on new initiatives. In addition, together with Federal service of state registration, cadastre and catrography, we are developing new communication channels,” said Alexander Kanshin.
Elena Martynova, Deputy Head of Federal service of state registration, cadastre and catrography, Head of Digital Transformation of the Agency, spoke about the creation of the RosCadastre PPK. The company will consolidate the entire production potential of the subordinate institutions of the Service and industry joint-stock companies and will ensure the implementation of the state program "National System of Spatial Data", optimization of the technological process, and improvement of the quality of services.
“Roscadastre is also an operator of information systems and is responsible for the development, implementation and information support of electronic services, and will also implement projects in the development of geodesy, cartography, spatial data, information technology and information security. In fact, a full-cycle enterprise in the field of land and real estate is being created. The "one-stop shop" system will reduce the time for providing services for individuals, businesses, professional market participants and authorities and move centrally to a digital format of interaction. More than 140 functions will be entrusted to Roscadastre,” Elena Martynova emphasized.
