Fanil Agliullin, Minister of Land and Property of Tatarstan, reported on the current state of state and municipal unitary enterprises at a meeting in the Government House of the Republic of Tatarstan.
The meeting was held by the Prime Minister of Tatarstan Alexei Pesoshin. President of Tatarstan Rustam Minnikhanov took part in the meeting via video link.
At the end of the second quarter, 10 state and 114 municipal unitary enterprises were registered in the republic. As Fanil Agliullin noted, all 10 state unitary enterprises are operating, while 9 of them are profitable in the 2nd quarter of 2022. As for the results of the work of municipal unitary enterprises, out of 114, 91 are operating. According to the analysis, the number of unprofitable state unitary enterprises for the first half of this year amounted to 43 units - 47.2% of the total number of operating state unitary enterprises. Compared to the first half of 2021, their number has slightly decreased (by 4 units).
During his speech, the Minister also noted that in order to implement the Federal Law of December 27, 2019 No. 485-ФЗ “On Amendments to the Federal Law “On State and Municipal Unitary Enterprises” and the Federal Law “On Protection of Competition” and adopted in the Republic of Tatarstan The Action Plan for the period until January 1, 2025 to reform the state unitary enterprises, approved by the Decree of the Cabinet of Ministers of the Republic of Tajikistan dated October 27, 2020 No. 966, this year, out of 12 municipal unitary enterprises planned for reform, only 5 were liquidated and reorganized.
Given the length of the procedural terms for the reorganization and liquidation of enterprises, untimely made management decisions may not allow the completion of activities before the end of this year, Fanil Agliullin said. In order to prevent failure to meet the deadlines for the implementation of the Action Plan and reduce the rating of the Republic of Tatarstan among the constituent entities of the Russian Federation, the minister recommended Aktanyshsky, Sarmanovsky, Pestrechinsky, Menzelinsky municipal districts, as well as Naberezhnye Chelny, to expedite the adoption of the necessary management decisions.
