Yesterday, the thirty-second session of the Nizhnekamsk City Council was held in the House of Soviets of Nizhnekamsk under the chairmanship of the Deputy Mayor of Nizhnekamsk Marina Kamelina.
The main item on the agenda was the issue of approving the master plan of Nizhnekamsk, which earlier in August of this year was tested by the State Budgetary Institution “Spatial Data Fund of the Republic of Tatarstan”.
Important points in the document are the establishment of new boundaries for the settlements of Dmitrievka and Ilyinka, as well as the formation of a new settlement - the village of Biklyanskoye forestry, whose area is 17 hectares. The start of work on making changes to the master plan is also due to new measures of federal, regional and municipal significance. These are the construction of the federal highway M-7 Volga, the placement of the industrial park of the Alabuga enterprise in order to develop the Kama industrial cluster of the Republic of Tatarstan, the inclusion of TAIF-NK facilities into the city boundaries and the adjustment of the functional zones of Nizhnekamsk, taking into account new buildings.
The plan was developed for two time periods for its implementation:
- the first stage, for which the priority measures for the implementation of the master plan are determined - until 2025;
- the estimated period for which all the main design decisions of the master plan are planned is up to 2040.
The plan provides for the construction and repair of residential buildings, social facilities, the placement of city parks, public and business buildings, transport infrastructure zones, water areas and much more. So, for example, the master plan for the first stage and the estimated period provides for the construction of 40 kindergartens with a total capacity of 9,150 places and 24 schools with a total capacity of 22,616 places. Also, for the estimated period, it is proposed to build a sports facility with a capacity of 5,000 seats with a skating rink, a football field, a workout ground, and a tennis court. In addition, it is proposed to build a sports and recreation complex with a games room and a tribune for 200 seats, the construction of an indoor swimming pool, a theater, a cultural center, a public center and an entertainment and exhibition complex, and by 2030 it is planned to reconstruct the Nizhnekamsk combined heat and power plant -1.
The changes were unanimously adopted by those present. “This is indeed a strategic document, according to which we will continue to develop,” Marina Kamelina emphasized.
