Fanil Agliullin presented a draft law on state property of the Republic of Tatarstan
The draft law on state property of the Republic of Tatarstan was adopted today at the meeting of the State Council in the first reading and in general. The document regulates the issues of state property accounting.
The adoption of this draft law is connected with the need to bring the republican legislation into line with the federal one. In particular, federal legislation determines that the procedure for managing and disposing of a subject's property, including shares (participatory interests, stakes) in the authorized (share) capital of organizations, is established by regional laws. The laws of the constituent entities also regulate the issues of accounting for regional property.
The draft law on state property of the Republic of Tatarstan, developed in order to implement these provisions of the federal legislation, provides for the establishment of the powers of state authorities of the Republic of Tatarstan in the field of accounting for state property of the Republic of Tatarstan, management and disposal of state property of the Republic of Tatarstan, including the powers of the State Council, the President of the Republic of Tatarstan, as well as Cabinet of Ministers of the Republic of Tatarstan and executive authorities of the republic.
Accounting for the state property of the Republic of Tatarstan is carried out by maintaining the Register of State Property of the Republic of Tatarstan. It is envisaged that the registration of state property of the Republic of Tatarstan is carried out by the executive authority of the republic in the field of land and property relations. Record keeping in the Register is carried out in electronic form. The Regulation on the Register is approved by the Cabinet of Ministers of the Republic of Tatarstan.
Management and disposal of state property, according to the draft law, is carried out by the Cabinet of Ministers of the Republic of Tatarstan, authorized executive bodies and organizations, as well as through representatives of the Republic of Tatarstan.
The draft law also provides for the invalidation of previously adopted republican laws on the management and disposal of state property, on state property of the Republic of Tatarstan, and laws on amendments to them.
