An expanded meeting of the Board of the Ministry of Land and Property of the Republic of Tatarstan took place today.
The meeting was attended by the Chairman of the State Council of the Republic of Tatarstan Farit Mukhametshin.
The main topic is the results of the work of the Ministry of Land and Property of the Republic of Tatarstan in 2022 and tasks for 2023.
Fanil Agliullin, Minister of Land and Property Relations of the Republic of Tatarstan, made the keynote speech.
In the reporting year, the activities of the Ministry were aimed at improving the efficiency of using state property, its profitability, increasing tax revenues to the budget system of the Republic of Tatarstan, ensuring participation in the implementation of social and economic programs of the Republic of Tatarstan, implementing digital transformation measures, developing territorial planning, and interacting with municipalities Republic of Tatarstan, including on issues of effective use of municipal property, prevention of violations of the law and corruption in the land and property sector.
Consolidated budget revenues from the use of state and municipal property at the end of 2022 amounted to 16,390 million rubles, including receipts from the management of state property - 10,746 million rubles, municipal property - 5,644 million rubles.
The mobilization of reserves to replenish the consolidated budget is of great importance.
Despite the positive dynamics, the level of debt to municipal budgets for rent payments remains significant. At the end of the reporting year, the debt amounted to 269 million rubles, including 234 million for land plots and 35 million for property. Since the beginning of 2022, debt on lease payments for land has decreased by 179 million rubles, for property - by 960 thousand rubles. Debt reduction was achieved by 36 municipalities.
In the reporting year, 92 checks were carried out on the use of state property assigned to institutions under the right of operational management, and land plots provided to institutions on the basis of the right of permanent (unlimited) use. In total, about 1300 objects were checked, violations were revealed in relation to 150 of them, 8 protocols on administrative offenses were drawn up.
In 2022, a cadastral valuation of land plots of all categories of land in the Republic of Tatarstan was carried out. In total, about 1.8 million land plots were assessed. Measures have been completed to prepare for the state cadastral valuation of capital construction objects of the Republic of Tatarstan.
The State Council of the Republic of Tatarstan approved agreements on establishing the location of the border of the Republic of Tatarstan with all adjacent subjects of the Russian Federation, with the exception of the Kirov region.
The Unified state register of real estate contains information about the border crossing of the Republic of Tatarstan with the Orenburg Region, the Republic of Bashkortostan and the Republic of Mari El. Land management cases along the borders with the Chuvash Republic, Samara and Ulyanovsk regions are under state expertise.
The Republic of Tatarstan is a pilot region for the implementation of the state program of the Russian Federation "National System of Spatial Data". On the territory of the Republic of Tatarstan, by the end of 2023, work should be completed on describing the boundaries of settlements, territorial zones, identifying the right holders of previously recorded real estate and entering information about them in the Unified state register of real estate, as well as a number of other works to fill the Unified state register of real estate. This work by the municipalities of the Republic of Tatarstan is not being carried out effectively enough.
Work continued to provide land plots to large families. In 2022, 2,787 plots were provided.
In the reporting year, the Ministry acquired 600 residential premises into the ownership of the Republic of Tatarstan to provide orphans under rental contracts.
Measures were taken for digital transformation in the field of land and property relations in the Republic of Tatarstan, including the transfer of 24 public services to electronic form, the development of a Unified Information System for accounting and management of state and municipal property of the Republic of Tatarstan has begun.
Systematic methodological assistance continued to be provided to the municipalities of the Republic of Tatarstan in the field of land and property relations, including on filling the Unified state register of real estate, reducing debts to municipal budgets for rent payments, and reviewing property valuation reports.
On the agenda at the meeting of the board, reports were also heard from the Deputy Directorate of the Federal Service for State Registration, Cadastre and Cartography in the Republic of Tatarstan, Lilia Burganova, on the implementation of the state program of the Russian Federation "National System of Spatial Data" on the territory of the Republic of Publicity of Tatarstan”, Director of the State Budgetary Institution “Spatial Data Fund of the Republic of Tatarstan” Airat Usmanov on the progress of work on territorial planning in the Republic of Tatarstan, Head of the Rosselkhoznadzor Office for the Republic of Tatarstan Ilnur Galeev on identifying facts of inappropriate and inefficient use of agricultural land in the Republic of Tatarstan, Chairman of the Chamber of Property and Land Issues of the Pestrechinsky Municipal District of the Republic of Tatarstan Ilnaz Davletkhanova on the results of the activities of the Chamber of Property and Land Relations of the Pestrechinsky Municipal District of the Republic of Tatarstan in filling the Unified state register of real estate.
