At the next meeting of the board of the non-profit partnership "Union of Appraisers of the Republic of Tatarstan", a decision was made to organize the annual general meeting, which will be held on March 15, 2023. A list of handouts, reporting projects and a financial plan for the current year were approved, and Oleg Bulgakov, the acting executive director, was proposed for the next term.
After considering the documents received by the Board, a unanimous decision was made to admit NatsExpertiza LLC as a member of the Union. The company became the 46th member of the Union - a community of appraisal organizations, private appraisers and specialized universities operating on the territory of the Republic of Tatarstan and Russia.
Executive Director Oleg Bulgakov, commenting on the decision to join the Union, noted that about 17 organizations from Tatarstan, Bashkortostan, Tyumen and other regions of Russia that are not members of the Union, conducted an assessment of municipal and republican property in 2022. The review of assessment reports, carried out as part of a gratuitous consultation with municipal authorities, showed that almost 94% of the reports did not comply with current legislation and federal assessment standards. Given the need to ensure the implementation of the Roadmap "Activation of expert and consulting support of executive authorities and local governments in the field of valuation activities", these organizations were invited to join the Union.
Oleg Bulgakov noted that among the competitive advantages of membership in the Union are expert and legal support, free or preferential participation in seminars, discounts up to 15% when studying under the programs of partner universities, organizing interaction with federal self-regulatory organizations and customers, including authorities authorities, provision twice a year of the Market Price Monitoring Book, preparation for the qualification exam, participation in Committees and Councils, formation of tariff and anti-dumping policies, etc. All this is aimed at improving the quality of assessment in the interests of regional budgets, in order to increase investment attractiveness and quality of life citizens.
In addition, Oleg Bulgakov stressed that, in accordance with the decisions of the board, the course towards the development of fair competition, the consolidation of the appraisal community and the prevention of dumping will continue. He proposed to voice these topics at the general meeting of the members of the Union.
In conclusion, the President of the Union Andrey Lisichkin congratulated the board member Dmitry Zakhmatov on the 30th anniversary of the self-regulatory organization of appraisers "Russian Society of Appraisers" and wished further development.
