Meeting with heads of Chambers of Property and Land Relations of the Republic of Tatarstan

       Today the meeting in a videoconference mode with heads of Chambers of Property and Land Relations of RT concerning ensuring execution of the budgetary tasks for 2013 regarding receipt of the income from use and realization of municipal property and the ground areas took place in Ministry of Land and Property Relations. The First Deputy Minister Sergey Demidov held meeting.

       Sergey Demidov noted that in a whole on the republic the situation on receipts in municipal budgets is rather favorable. In 9 months 2013 local budgets received from realization and use of municipal property and the ground areas more than 3 billion 292 million rubles that makes 84,5% of an annual budgetary task and 15% more, than for the similar period of 2012. The increase in receipts is especially noticeable by the income from property realization, from part of net profit of municipal unitary enterprise, from realization of the ground areas. Planned percent will reach in all respects, except the income from property rent. Performance of a plan target on property rent less than for 75% is noted in 20 municipalities.

       However following the results of 9 months regarding execution of plans according to the income from use and realization of property and lands there was a lag for 9 municipalities: Almetyevsk, Apastovsky, Bugulma, Kaybitsky, Leninogorsk, Mamadyshsky, Mendeleevsky, Spassky, Tukayevsky municipal areas. In some of them the situation has no noticeable tendency to improvement.

       Still not the positive situation conserns debt in municipal budgets. In spite of the fact that since the beginning of year the debt on a rent for the earth was reduced almost by 38 million rubles or for 16,5% its level remains high: for October 1 about 192 million rubles. It grew in 28 municipalities, thus in two and more times – in 7 municipalities. The debt to local budgets of RT on a rent for property for October 1 makes 425 million rubles and it grew in 9 months by 23 million rubles or nearly for 6%. Increasement of debts occurred in 22 municipalities, thus in two and more times – in 6 municipalities.

       The task of achievement of planned indicators, increase of efficiency of claim and claim work, research of reserves of replenishment of local budgets is set for the specified municipal areas.
