The Association of executive authorities of regions of Volga federal district in the field of the property and land relations

       On November 15 the Minister of Land and Property Relations of the Republic of Tatarstan Azat Khamayev took part in meeting of executive authorities of regions of the Volga federal district in the field of the property and land relations which took place in Cheboksary.

       At meeting some common problems in the sphere of a turn of lands, ensuring use of lands on purpose, a cadastral assessment of real estate objects and granting the land plots to large families were discussed.

       In opening speech to participants of meeting the Head of Chuvashia Mikhail Ignatyev noted that effective use of a property complex and land resources is a powerful factor of social and economic development and increase of investment appeal of any region. He emphasized that Chuvashia achieved certain results in a turn of lands. Now in the republic the transactions made by passing the privilege of the subject of Russia on a purchase of lands of agricultural purpose are completely eradicated. At the same time "businessmen" look for new openings in the legislation. The head of Chuvashia urged regional profile ministers to improve legislative base together and to form jurisprudence for effective protection of interests of the state and law-abiding citizens.

       The minister of Property and Land Relations of the republic Svetlana Enilina informed colleagues on the done work. So, for the last three years in Chuvashia the property right to the ground areas from lands of the agricultural purpose, being in common ownership, are registered on the area of 152,1 thousand hectares that for 28% exceeds registration of this right for previous eight years. Besides, since 2012, (for the first time in 10 years of action of the law regulating a turn of lands of agricultural purpose) registration in municipal property of unclaimed land shares according to judgments is carried out.

       Chuvashia became the first region in the country where the jurisprudence on protection of the privilege of the state on repayment of lands of agricultural purpose was created. For effective planning, increase of availability, transparency and publicity of a turn of lands the Government of the Chuvash Republic by one of the first among subjects of the Russian Federation developed standard and legal base on formation of the Uniform information resource about free from building the ground areas intended for construction of housing of economy class, and also placement of the objects intended for creation of industrial parks.

       Participants of meeting spoke on a number of common problems and created suggestions for improvement of the federal legislation. In particular they spoke on improvement of standard legal regulation of the relations connected with compulsory withdrawal of farmlands in the absence of their appropriate use.

       Following the results of the taken place discussion participants of meeting approved experiment of the Government of Chuvashia on identification of violations in procedure of sale of the ground areas from lands of agricultural purpose and jurisprudence by recognition of such transactions by the invalid.

       The Minister of Land and Property Relations of the Republic of Tatarstan Azat Khamayev, the minister of area - the chairman of committee on management of property of the Saratov region Oleg Galkin, the director general of JSC "Ekspert Otsenka" (Ufa) Stepan Sarbashev acquainted with practices by a cadastral assessment of real estate objects, including the ground areas.   As problem questions in the sphere of a cadastral assessment of real estate objects participants of meeting noted incomplete and inconsistent characteristics in State Immovable Property Cadastre data that affects quality of formation of the list of sites of lands of the corresponding categories which are subject to the state cadastral assessment. 

       In the territory of the Chuvash Republic the mass assessment of objects of capital construction, as a result of which the cadastral cost of 606214 objects is determined, is carried out. In 2013 the cadastral assessment is carried out on more than 470000 ground areas of settlements, 94 sites of lands of especially protected territories and objects, and also more than 126000 sites of lands of the industry and other special purpose.

       The Minister of the state property of the Republic of Mari El Natalia Khayrullova and the minister of the property relations of the Udmurt Republic Rustem Zaynullin spoke on issues concerning granting the ground areas to large families.

       In Chuvashia 42% of families are provided with the ground areas.

       Problem questions in the sphere of granting the ground areas to large families are typical: lack of the free groud areas, lack of financial means of regional and local budgets for implementation of programs on providing the ground areas with objects of engineering infrastructure, absence at considerable part of large families of sufficient financial means for construction of an individual house.

       Signing of the agreement on creation of Association of executive authorities of subjects of the Russian Federation of the Volga federal district in the field of the property and land relations became the final stage of meeting. The association will gather once a year in this or that region for discussion of the vital issues.
