The first stage of certification of heads of the state unitary enterprises of the Republic of Tatarstan

       Now the special attention is paid by the Government of the Russian Federation and the Republic of Tatarstan to questions of increase of efficiency of use of the state property, including concerning the property, being under economic authority of the unitary enterprises. On a skill level of the top management of management of the state enterprises depends not only safety of the state property, but also its profitability, and respectively and receipts in the budget of the Republic of Tatarstan. 

       In pursuance of article 21 of the Federal Law "On the state and municipal unitary enterprises", and also resolutions of the Cabinet of the Republic of Tatarstan of 16.07.2009 No. 496 (with changes of 31.10.2013 No. 820) in Ministry of Land and Property Relations RT was for the first time carried out the first stage of attestasion of managers of the state unitary enterprises of the Republic of Tatarstan which worked as the head more than one year. 

       Attistasion was carried out with tests. Tests consisted of 101 questions on the following subjects:

a) bases of the Constitution of the Russian Federation and Constitution of the Republic of Tatarstan, civil, labor and tax legislations;

b) bases of management of the enterprises, financial audit and planning;

c) bases of the legislation on the state unitary enterprises;

d) branch specifics;

e) computer preparation;

e) budgetary legislation;

g) bases of crisis management;

h) bases of an assessment of business and real estate assessment.

       The second stage of certification in the form of interview with members a certifying commission which are the representatives from the branch ministries, will take place on December 10, 2013.
