On release of the building located at the address: Kazan, Hassan Tufan St., 33

       Today, 11.12.2013, in Ministry of Land and Property Relations of the Republic of Tatarstan the meeting took place on a question of need of release of the building of the two-storeyed building situated Kazan, Hassan Tufan St., 33, being property of the Republic of Tatarstan, in connection with recognition its emergency and to granting to the non-profit organizations, used this building of other rooms.

       In work of meeting S. H. Saburskaya, representatives of the state autonomous healthcare institution "City clinical hospital No. 16" of Kazan, "Svetlana Izambayeva's" charity foundation took part the Commissioner for Human Rights in the Republic of Tatarstan.

       Despite the invitation, on meeting chairmen of Public organization of disabled people "Society of deafs of the Republic of Tatarstan" and Public organization "Association of mothers having many children, trustees of children without parental support of Sovetsky district of Kazan "Shefkat" weren't.

       Ministry of Land and Property Realations of RT information on chronology of settling of the building by the specified non-profit organizations, the creation reasons on the basis of the order Ministry of Land and Property Realations of RT No. 478-pr RT of 16.09.2013 of the interdepartmental commission, preparation of the expert opinion of JSC "Nauchno-proizvodstvennoye stroitelnoye objedineniye" of result of its inspection, and also the conclusion of members of the interdepartmental commission and conclusions of the drawn expert opinion was provided.

       By management of supervising activity of Head department of the Ministry of the Russian Federation for civil defense, to emergency situations and natural disaster response across the Republic of Tatarstan it is established that the building doesn't conform to requirements of fire safety and violation of its operation create threat of life and to human health, threat of emergence of a fire.

       By Department of Rospotrebnadzor for the Republic of Tatarstan it is established that rooms "Association of mothers having many children, trustees of children without parental support of Sovetsky district of Kazan "Shefkat" are used with violation of the sanitary legislation and create conditions for emergence and distribution of mass infectious and noninfectious diseases among children and parents.  

       Actually wear of the building makes 89,2%, the building is in an accident condition, is unsuitable for operation and its operation is unsafe and is reported about need of the termination of its use.

Due to the above circumstances to non-profit organizations are offered:

- placement options in other rooms;

- to carry out building repair at the expense of own means with granting in this case to them rooms of the 2nd floor of the building. 

       Svetlana Izambayeva's fund agreed with the offered alternative option of placement.
