Transition questions to Federal contract system are discussed in Ministry of Land and Property Relations of RT

       Since 01.01.2014 the Federal law of 05.04.2013 No. 44-FZ "On contract system in the sphere of purchases of goods, works, services for ensuring the state and municipal needs" comes into force. In this regard practice of purchases of the budgetary establishments will change, in particular the new law will allow the budgetary establishment to observe at the same time two modes of purchases.

       Purchases at the expense of means of the subsidies which have been given out on performance of state tasks, will be carried out by rules of the Law about contract system, and purchase at the expense of grants, at the expense of independently earned means, - within the Federal law of 18.07.2011 No. 223-FZ.

       The legal acts granting from 01.01.2014 the right of an expenditure of extrabudgetary funds, it is necessary to accept until the end of the year and to place in new information system till 01.01.2014. It is necessary to train them in advance as it will demand essential quantity of time and derivation of resources of purchasing and contest committees. Heads and experts in the sphere of purchases of subordinated establishments were invited for this purpose.
