Discussion of public-private partnership’s mechanisms and investment projects at the meeting of the Investment Council of the Republic of Tatarstan

        01.03.2014 Minister of Land and Property Relations of the Republic of Tatarstan Azat Hamaev made ​​a report "On the experience of using the concession agreements mechanism for investment projects implementation in the Republic of Tatarstan" at the regular meeting of the Investment Council of the Republic of Tatarstan. President of Republic of Tatarstan Rustam Minnikhanov held Investment Council Meeting at the House of the Government.

        In its report, Azat Hamaev stressed that the scope of public-private partnership (PPP) is extensive, but the cause of its underdevelopment is the lack of an appropriate legal framework. Adoption of the Federal Law on PPP will form a unified and clear understanding of public-private partnership and application mechanism.

       Along with the forms of PPP, even now it is possible to implement interaction between government and business in the concession form. Concession is one of the most effective forms of interaction between business and the state in which the implementation of socially important projects is possible at the most beneficial cooperation. The state gets a serviceable and out of use real property, and the investor - the guarantee of long-term business.

       Federal Law № 115-FL "On Concession Agreements" was adopted 21.07.2005 and since 2010 has been used successfully in the Republic of Tatarstan. The Ministry of Land and Property Relations of the Republic of Tatarstan together with the Ministry of Health of the Republic of Tatarstan implemented 3 projects in the health sector.

       Concluding his report, the Minister drew attention of the President of the RT that the law provides the possibility of transfer to the concession not only health facilities, but also road facilities , engineering infrastructure , social facilities , in connection with which there is a need to develop together with branch ministries the issue of involvement to the concession other facilities.
