Today in the Ministry of Land and Property Relations of RT (further- Ministry) board videoconference meeting held on the May Presidential Decrees execution.
Minister Azat Hamaev started the meeting, who stressed the importance of the tasks set out in the decrees and the need for their timely execution.
One of the main issues of the meeting was summarizing and analyzing the problems of land provision for large families. The first Deputy Minister of Land and Property Relations of the Republic of Tatarstan Sergei Demidov reflected this theme in the presentation.
In the whole country for now 80 % of large families from all included to the lists citizens got land. Sergey Demidov said that the percentage of the land allocation is reducing.
Major factor reducing the plots provision percentage is the situation in large cities: Kazan and Naberezhnye Chelny, where the problem of lands shortage is the most acute.
In Kazan 6408 applications are filed. 5566 families are included to the lists. Kazan deficit is more than 2400 sites, despite the fact that the process of selection and development of sites is quite active. A land near Kaymary is almost fully developed. Area in Sokury is delimited. In May the lands selection procedures were made and almost all of them are provided. Further work is carried out on inclusion to the border of Kaymary of one more land plot for further provision to many children. Also, there is a work under a land plot near Sokury.
3332 applications are filed in Naberezhnye Chelny. 3154 families are included to the lists. Deficit is more than 800 sites, and taking into account the forecast fertility Nab.Chelny requires an approximately extra 200 hectares of land.
The first Deputy Minister touched on such a serious problem as the low supply of lands by infrastructure development of which requires substantial investments.
In his speech, Sergey Demidov also raised the issue of execution by municipalities the budget assignments on income from the sale and the use of municipal property and land plots. 18 municipalities have not reached 25 percent of threshold of annual revenue plan execution. Enough tense remains the situation on rent payments debts for the use of municipal property, and especially – land plots.
The holding a "People's inventory" action in the municipalities of RT is also discussed On the board. According to the results of the action just 675 lands and 628 buildings (premises) are found. About 20% of them are already involved in the economic turnover. However, not all municipalities had provided sufficient explanatory work among the population, which led to a lack of citizens’ applications.
The Deputy Minister Farid Musin made a speech on execution of the Agreements with municipalities, in consideration of reports on the market value of municipal property appraisal. He noted that the reports of cost evaluation are not supplied fully, without applications. Mistakes in calculations are found often. He offered to municipalities in assessing the municipal property more closely cooperate with the NP "Appraisers Union of Tatarstan".
On the board in front of the participants also spoke the Deputy Minister Rustem Merzakreev who informed them on the issue of making entries about the boundaries of municipalities of the Republic of Tatarstan to the State Real Estate Cadastre. Today, the boundaries of 405 from 929 rural settlements (44%) are set to the state cadastral registration.
As noted by Rustem Merzakreev, the boundaries of remaining 524 rural settlements can not be set to the cadastral registration due to the fact that there are errors in the map description in the laws on establishing the boundaries of territories and the status of municipalities of the Republic of Tatarstan. To remedy these shortcomings, the Ministry of Land and Property Relations of the Republic of Tatarstan jointly with the Ministry of Justice is working on amendments to the laws on the delimitation of the territories boundaries and the status of municipalities of the Republic of Tatarstan.
In the course of the board meeting, the Minister Azat Hamaev addressed to the municipalities representatives in order to identify the reasons for the lag on various indicators and the ways and terms of solving the problems.
