Meeting on Union appraisers of RT issues at the Ministry of Information and Communication of Republic of Tatarstan

    During the meeting with the leadership of the Ministry of Information and Communication of RT on the perspective directions of NP "Appraisers Union of RT", held on May 27, 2014 in IT-park (Kazan), the creation of a geographic information system "Price zoning in the Republic of Tatarstan" was discussed.

     Deputy Minister of Information and Communication Anatoly Geller and Timur Zaripov , CEO of "GLONASS+112" Timur Yakubov, head of the State Unitary Enterprise department "Information Technologies Center of RT" George Choi, head of Territorial Development Office of the Ministry of Economy Marat Gainullin, Board members and executive Directorate of  NP "Appraisers Union of RT"; heads of structural units of the Ministry of Information and Communication of RT and the Ministry of Land and Property Relations of the Republic of Tatarstan attended the meeting.

     Partnership President Andrew Lisichkin introducing the system of price zoning noted assumptions and objective necessary factors to create a system with the disputing practice in the land cadastral value in the courts, forthcoming mass evaluation of residential and non-residential property, the need for collegial determination of price ranges, based on a true and fair market value as a guide in controversial situations related to the property cadastral value. He underlined the importance of creating and updating such a system as for citizens, businesses, and for enforcement authorities, municipalities, law enforcement and judicial community.

  Noting the relevance, timeliness, and development prospects of the Appraisers Union of RT, participants suggested to attract profile organizations by the Ministry of Land and Property Relations of RT as the project coordinator and the Partnership as the main developer of an information resource, the need in formalization of system requirements in the terms of reference with regard to the main factors forming indicators, users, geographic information system characteristics, ranges of its implementation, identifying funding sources on public-private partnerships principles, economic impact and return on investment. Corresponding instruction is given to the executive directorate of the Appraisers Union of Republic of Tatarstan.
