About results of execution of orders of the Government of the Republic of Tatarstan regarding observance by the municipal unitary enterprises of standards of the Federal law no 223-FZ

       Since January 01, 2012 the Federal law No. 223-FZ "About purchase of goods, works, services by separate types of legal entities" which extends including on the municipal unitary enterprises and joint-stock companies with a municipal share in authorized capital more than 50% came into force.

       In the Republic of Tatarstan the additional electronic platform for the adjustable customers falling under action of the Federal law No. 223-FZ – web-site www.223.agzrt.ru is defined. On the specified site all adjustable customers, including municipal unitary enterprise and joint stock company have to place the Regulations on purchases and plans of purchases for the next year.

       Besides, in pursuance of an order of the Government of the Republic of Tatarstan according to the proposal of the Comissioner for the President of the Republic of Tatarstan on protection of the rights of businessmen T.D. Nagumanov and on the basis of recommendations, the Ministry of Economics of the Republic of Tatarstan, the project of changes in the Provision on the purchases, providing application of electronic ways of purchase concerning 27 types of goods and services is developed.   

       Ministry of Land and Property Relations of RT addressed to heads of all Executive committees of municipalities of the Republic of Tatarstan about  the need of carrying out the corresponding work:   in October, 2013 and in February, 2014. 

       139 municipal unitary enterprises from 160 "Operating" municipal unitary enterprises were registered on a site www.223.agzrt.ru and made changes to Regulations on purchases.

       Between quickly finished work, and also executed in full it should be noted the corresponding assignment: Laishevsky, Bavly, Menzelinsky, Tukayevsky, Almetyevsk areas.

      Whereas a number of municipal unitary enterprise of Agryzsky, Apastovsky, Mamadyshsky, Tetyushsky areas, and Kazan significantly reduced the list of goods which need to be bought with use of electronic ways of purchase.

       In addition, It should be noted the Cheremshansky area and Naberezhnye Chelny that carried out work with operating municipal unitary enterprises, thus concerning again created municipal unitary enterprises (April-June, 2014) the corresponding assignment was not executed.
