Meeting of the board of Ministry of Land and Property Relations of the Republic of Tatarstan about work results for the first half of the year 2014

       07.08.2014 meeting of the board of Ministry of Land and Property Relations of the Republic of Tatarstan about work results for the first half of the year 2014 under the chairmanship of the Minister of Land and Property Relations of the Republic of Tatarstan Azat Khamayev took place. The board passed in a videoconference mode with participation of heads of Executive committees and Chambers Land and Property Relation of the municipal regions of the Republic of Tatarstan. Members of board of the ministry, heads of structural divisions took part in work of meeting of the board.

       In the report of the Deputy Minister Farit Musin it was noted that following the results of the receipt first half of the year 2014 in the budget of the Republic of Tatarstan from management and use of the state property made about 595 million rubles that makes 145% of an annual task. The general receipts in municipal budgets - 2 billion 58 million rubles, i.e. a half of an annual task.

Lag of some municipalities from execution of the plan for the income, growth of debt on rent payments, first of all for the land plots takes place.

       Also not in all municipalities of the republic due work with heads of the municipal enterprises regarding observance of the adopted regulations on purchases is carried out.

       In a number of municipalities minutes aren't executed in full at the President Council of the Republic of Tatarstan on corruption counteraction of 24.04.2013 regarding placement on the official site of information on tendering. 

       In speech of the Deputy head of Management of Federal Registration Service on the Republic of Tatarstan Artem Kostin the questions of the organization of municipal land control are raised. The big role in control of use and protection of lands according to the federal legislation is allocated for the local governments possessing powers of implementation of municipal land control. In the majority of areas of the republic the bodies exercising municipal land control are the chambers of the land and property relations. Today the state inspectors on use and protection of lands in the Republic of Tatarstan revealed more than 200 illegal pits. In most cases spontaneous pits appear on lands of agricultural purpose and without the documents processed according to the legislation allowing their development. Development of pits without allowing documentation leads to irrevocable loss of valuable agricultural grounds, as in this case the land user is not burdened with the requirement of obligatory recultivation of lands after completion of production. Besides, budgets sustain big losses regarding the taxation, as the land tax is the main source of the income of local budgets.

       In June of this year, changes are made to one of the major federal laws - the Land code of the Russian Federation. In speech of the chief of legal department of the ministry Ruslan Khakimov the characteristic of these innovations was given.

       Following the results of the board ways of elimination of noted shortcomings are planned and the relevant decision is made.
