State property audits held by the Ministry of Land and Property Relations of the Republic of Tatarstan in 2014

       In order to monitor the legality, efficiency and targeted use of state property and land plots owned by the Republic of Tatarstan, the Ministry of Land and Property Relations of the Republic of Tatarstan (hereinafter – Ministry of RT) in 2014 carried out 80 state property audits, including 52 tests for the property use by government agencies.

        When checking, the following typical violations in the audited agencies revealed, including:

- The state property transfer without the owner's consent to other organizations;

- The lack of operational management rights registration (permanent (perpetual) use) of institution for real estate (lands), which is on the organization’s balance;

- The real estate (lands) use without proper relevant rights on them;

- Certificates’ information on the state registration of operational management right (permanent (perpetual) use) of institution for real estate (lands) does not correspond to the actual data.

       The audits found 7 962.7 sq. m of unused rooms and 20 cars. Revealed losses by agencies of further state assets: arch warehouse with area of 432 square meters initially replacement cost of which is 241,4 thousand rubles, 15 vehicles, 10 horses with total value of 1948,0 thousand rubles, the three houses demolition, writing off 10 cars and state property and land plots transmission for the use to 39 legal entities without Ministry’s of RT permission.

       Materials on the checks of 51 institutions sent to the ministries of the Republic of Tatarstan, supervising audited institutions, 28 inspection reports sent to the Prosecutor's Office of the Republic of Tatarstan. In accordance with Articles 4.3 and 8.1 of the Code of the Republic of Tatarstan on Administrative Offences (Law of the Republic of Tatarstan from 18.06.2013 № 47-LRT), the magistrate court of the Judicial plot № 1 on Alekseevsky district court of the Republic of Tatarstan on the basis of the inspection certificate has imposed an administrative penalty (fine of 2000 rubles) on the head of the Department of Agriculture and Food of the Ministry of Agriculture and Food of the Republic of Tatarstan in Alexeyevsky municipal district of the Republic of Tatarstan.

       In addition, in order to execute the decisions of the Board Minutes of the meeting of the President of the Republic of Tatarstan on anti-corruption from 26.03.2014, Ministry of RT conducted monitoring and analysis of the efficiency of the management and municipal property disposal for the period of 2010 - I quarter 2014 of property and land relations chambers of Pestrechinsky, Vysokogorsky, Mamadyshsky municipalities and land and property chamber of Yelabughsky municipal district.
