Questions of reduction of debt on payments for rent of the land plots and property in municipal budgets were considered at the meeting with heads of chambers, managements and committee of property and land of the Republic of Tatarstan

       23th of July,2015 was taken place the meeting in the video conferencing mode with heads of 18 chambers and managements of property and land of the Republic of Tatarstan, and also Committee of  land and property of Kazan concerning reduction of debt on payments for rent of the land plots and property in municipal budgets. The deputy minister Rustem Shameev held the meeting.

He noted that the unsuccessful situation in many municipalities with debt on a rent was the cause for discussion. For the end of the first half of the year the total amount of debt on all municipalities of the republic made more than half a billion rubles. Thus since the beginning of year the debt on payments for rent of municipal property increased for 32%, in comparison with the first half of the year of last year – for 58%. On a rent for the earth growth in relation to the similar period of last year made 30%.

       During discussion the reasons of growth of debt on each municipality which took part in meeting, and also the measures taken for its reduction were in detail considered. One of the main reasons for preservation and growth of debt – increase of cadastral cost of the land plots, seasonal nature of receipt of the income of agricultural producers, an unsuccessful financial condition of tenants, lack of property at debtors in the presence of judgments on collecting debt.

       The state of affairs on work with debt will be again considered on board of the Ministry following the results of a half-year.

       In the ministry practice of carrying out quarterly meetings on the municipal income and debt with the invitation of specialists of the Ministry of Finance of the Republic of Tatarstan will be resumed. We will invite the most problem concerning debt districts  for consideration at meetings.
