The most common violation is unauthorized occupation of land.
In Tatarstan, the amount of fines for violation of land legislation multiply increased for the first half of this year comparing to the same period of 2014 from seven to 18 million rubles. It was announced on August 12 at a press conference in Tatar-inform by the deputy Head of Federal State Statistics Service in Tatarstan Artem Kostin.
He said that increase of amount of fines imposed was largely due to tightening of liability for land violations.
From March 20 this year, the fines increased significantly, now they are charged on the basis of the cadastral value of land. The penalty is applied differentially, depending on size of a site and its location.
Kostin noted that the most common violation was unauthorized occupation of land. The most common violators are individuals, almost 89 percent.
"Many people use their land, especially plots for individual housing construction and private farming, and they do not always imagine real borders of it. Therefore, in the case of building a new fence or other structures, they think that if they go beyond the limits of an area for a couple of meters, it would not be noticed. This common misconception causes violations of land legislation - occupation of land without title documents," Kostin gave an example.
Earlier, the penalty for unauthorized occupation for individuals ranged from 500 to one thousand rubles, but from 20 March, it has become from five to 100 thousand rubles. The minimum size of the fine for officials increased from one thousand to 20 thousand rubles, for legal entities - from 10 thousand to 100 thousand rubles.
The minimum fine for use of land in differed from its intended purpose for individuals is ten thousand rubles, for officials - 20 thousand rubles, for legal entities - 100 thousand rubles. As recalled by the dpeaker, Rosreestr do not supervise the use of agricultural land, it is the competence of the Rosselkhoznadzor.
Minimum fines for non-use of land for citizens, officials and legal entities are 20 thousand, 50 thousand, and 400 thousand rubles, respectively.
Fines for non-compliance of provided instructions on elimination of violations of land legislation for individuals ranges from ten thousand to 20 thousand rubles, for officials - from 30 thousand to 50 thousand rubles, for legal entities - from 100 thousand to 200 thousand rubles.
According to Kostin, on average, fines for violation of land legislation have increased ten times.
