The question of debt reduction to municipal budgets

26/11/2015 in the Ministry of land and property of the Republic of Tatarstan held a meeting in a videoconference with representatives of the Ministry of Finance of the Republic of Tatarstan, 18 municipalities and 2 urban districts on the issue of debt reduction prior to the municipal budget payments for the lease of land and property. Deputy Minister Rustem Shameev held a meeting.

       As at 01.11.2015 compared to the beginning of the year the total amount of debt owed by local budgets in lease payments continues to increase. The debt due to municipal budgets of the Republic of Tatarstan on the rent of property and land is 633 511 rubles, that a 144 335 rubles (or 29.5%) more than at the beginning of 2015 (on 01.01.2015 total the amount of debt - 489 176 rubles).

       At the end of the 1st half of 2015, the Ministry has already held a meeting on the issue of debt reduction prior to the municipal budget, which was attended by 19 municipalities of the republic; including 8 municipal areas in the past four months managed to significantly reduce the amount of debt as a result of events.

       However, the following main reasons for the persistence of debt continue to be valid: an increase in the cadastral value of land, seasonal revenues of agricultural producers, the unfavorable financial condition of tenants, the absence of the property from the debtor all the judicial decisions on the recovery of debt, insufficient work of bailiffs on the ground writs. For each municipality, participated in the meeting were considered the main debtors and work to eliminate debt.

       In order to analyze the dynamics of the debt for rent for the property and land to the budgets of municipalities a working group with a representative of the Ministry of Finance of the Republic of Tatarstan was established at the Ministry.
