The regular meeting of the Public Council under the Ministry of Land and Property of the Republic of Tatarstan.

20.04.2016 in accordance with the approved work plan held a regular meeting of the Public Council under the Ministry of Land and Property of the Republic of Tatarstan. The meeting was attended by members of the Board of Rashid Abashev, Rosa Ahmadieva, Arthur Mustaev, Nazgat Magrifatullin, Asia Timiryasova Oleg Bulgakov, deputy ministers, heads of departments of the Ministry.

       The chairman Rashid Abashev opened the meeting. He offered to hear the heads of the key departments of the Ministry on the most relevant issues to citizens and businesses in the field of land and property.

    The main directions of the Ministry in this area, generally with the presentation of statistical material, reflected in his speech the head of department of accounting, monitoring and information exchange of the Ministry Ildar Rakhmatullin. During his speech the members of the Council, representing the majority and the Public Chamber of the Republic of Tatarstan, was repeatedly stopped on the subject of the tax base on property of citizens, its cadastral valuation, pre-trial mechanisms of regulation of contentious issues ,objectivity in the appraising of the property. When discussing the transfer of state and municipal property to rent to small and medium-sized enterprises, the head of the Ilshat Aminov added projecting information on the subject. In particular, considerable interest was piloted on two new variants of the transfer of property: taking into account the social importance of tenant activity and on condition of preservation and reconstruction of cultural heritage by the tenant.

Yevgenya Voronina – the head of the Legal Department of the Ministry and a member of the Board Oleg Bulgakov (in terms of the development of the nonprofit sector this direction, taking into account the upcoming SO NCO support programm) told about the implementation of the functions of public control over the authorities and organizations, exercising public authority.

Guzel Nasibullina – the head of Consolidated Analysis Department told about prevention of corruption violations in the Ministry of land and property of the Republic of Tatarstan.

    At the meeting the member of Board of the Council Nazgat Magrifatullin elaborated on the property transfer mechanisms in industrial parks and other specialized economic entities, he said together with Arthur Mustaev about the need to consider the earlier questions about the effectiveness of activity of the hired directors of State unitary enterprises and JSC with state shares.

    Asiya Timiryasova noted the relevance of the information and offered reflect it in the section of the Ministry of Public Council on the Ministry’s official website, and to disseminate such practices and to other authorities.

   At the end of the meeting, the Chairman of the Board Rashid Abashev asked specialists of the Ministry of a number of issues in terms of involvement in economic turnover of unused property, the interaction with the population and determined the structure of the following discussion, in accordance with the work plan.
