A meeting of the board of the Ministry of Land and Property of the Republic of Tatarstan

Today, under the chairmanship of Minister Azat Hamaev held a board meeting of the Ministry of Land and Property of the Republic of Tatarstan with participation of heads of chambers, managements (committees) of land and property on the results of the first half of 2016.

At the board meeting the issues of profitability of state and municipal property, debt reduction for the lease of land and property, execution of agreements on cooperation with Ministry of land and property of the Republic of Tatarstan, granting of land plots to large families, on cadastral registration of the boundaries of rural settlements and other issues were discussed.

The report of the Deputy Minister Farit Musin was announced information on income to the consolidated budget. This year, 2 billion. 286 mln rubles received from the management of state and municipal property, which is 52% of the annual target. The Republican budget received almost three hundred and sixty (360) mln. Rubles, budget is fulfilled by 124.6%. Compared with the same period of last year, non-tax revenues declined by almost 60 million rubles. According to the deputy minister, the decrease is mainly due to the fact that last year the budget did heavily on non-renewable revenues: 120 million from the sale of gas facilities and from the sale of land, for which the federal powers on their disposal were transferred to the Republic (22, 5 million rubles), for total cost of 254 million rubles

In the current year, these revenues decreased by 3 times and amounted to 93 million rubles (including gas – decreased to 31 million rubles). In his speech, Farit Musin also talked about working together with the regions. The Ministry for the period of the agreement on cooperation with areas from April 2014 - August 2016 was analyzed more than 5200 reports on the cost of the property. Unfortunately, for 2 and a half years is maintained negative dynamics of returns the appraising reports poorly trained by appraisers. At the end of 7 months, the highest number of returns in 12 districts: Mamadyshsky (100%), Verkhneuslonsky (88%), Pestrechinsky (84%), Elabuzhsky (79%), Nizhnekamsky (by 73%), Almetyevsky (66%), and so on. In the analysis of 5000 reports more than 15 performers (appraising organizations and appraisers), reports which repeatedly considered by experts and because of the mismatch legislation, which report returned for revision more than 3 times were revealed. As a rule, the price of the property increases after revision of report, because poor quality appraising affects the final price and therefore there are risks of damage to local budgets. For example, only in 2015 as a result of this work could prevent undervaluation to more than 25 million rubles. In conclusion, he recommended to actively interact with the non-profit partnership " Union of Appraisers of the Republic of Tatarstan",  because the Union was established by the Republic of Tatarstan President's instructions for ordering in the field of appraising with the specially formed Expert Advisory Council.

Speach of the Deputy Minister Rustem Shameev was focused on profitability from the management of municipal property of the Republic of Tatarstan, and the debt owed to the local budgets of the Republic of Tatarstan on the rent for the property and land, indicators of income for the first six months of 2016 given by the Management of Municipal Property of the Republic of Tatarstan. The deputy minister noted that observed negative dynamics of revenues to the budget, despite the fact that in the first half of this year it comes 1 billion 826 million rubles to the local budgets. Rustem Shameev also noted the relevance of the issue of having a large debt for lease payments to the municipal budgets. At the end of the first half of 2016 the total debt of all the municipalities of the republic amounted to 571 million rubles. In general, it should be noted that compared to the beginning of the year a decrease in debt by 88 million rubles, but in comparison with the same period of last year, an increase of 23 million rubles.

On the board's agenda were also addressed issues of cadastral registration of the boundaries of municipalities and towns of the Republic of Tatarstan, the peculiarities of the sale of the state or municipal property on the electronic site sale.zakazrf.ru.
