In the framework of providing methodological assistance to municipalities of the republic on September 25, 2019, a regular training seminar for the heads and specialists of the Chambers (Departments, Committee) of property and land relations on the topic: “Land and property relations in 2019: new in regulation, law enforcement and judicial practice” was held.

Welcoming remarks were made by the Minister of Land and Property of the Republic of Tatarstan Fanil Agliullin, who noted that cooperation with municipalities was and will remain one of the priority areas of the Ministry’s activities, including the provision of systematic methodological assistance. The social and economic well-being of municipalities largely depends on the performance of the leaders of the Chambers (Departments, the Committee). He also said that according to the results of the third quarter, additional performance indicators of the municipalities of the Republic of Tatarstan will be taken into account. As an expert, the seminar was attended by a candidate of legal sciences, a practicing lawyer, an expert on land and related legislation of the Interregional Bureau of Forensic Expertise Alexei Mazurov.

During the seminar, new rules for establishing zones with special conditions for the use of territories, their impact on the construction, land use and residence of third parties, the design of private housing, garden plots and houses, taking into account “summer cottage amnesties” under federal law in 2018 and 2019, were examined year, the establishment of public easements for linear objects since 2019. The lecturer also gave explanations on the legislation on unauthorized buildings, clarifications of the Federal Law of August 2, 2019 No. 283-FZ “On Amendments to the Town Planning Code of the Russian Federation and certain legislative acts of the Russian Federation”, problematic provisions of the cadastral registration legislation taking into account the Federal Law of June 17, 2019 No. 150-FZ “On Amendments to the Federal Law“ On Cadastral Activities ”and the Federal Law“ On State Registration of Real Estate ”, as well as amended th forest legislation in 2019 in respect of the other categories of land.

The lecturer gave answers to numerous questions of the participants in the training seminar.

At the end of the seminar, the Deputy Minister of Land and Property Relations of the Republic of Tatarstan Rustem Shameev thanked everyone for their active participation. He noted that the knowledge gained by the heads and specialists of the Chambers (Directorates, Committee) at the seminar will be used by the municipalities of the republic in further practical work.

The meeting of the working group where they discussed the formation of an electronic spatial database and their use in the program for evaluating the effectiveness of senior officials in the section for assessing the quality of the urban environment was held at the Ministry of Land and Property of the Republic of Tatarstan,.

This section is also considered in the framework of the national project "Housing and Urban Environment", which should help to identify the competitive advantages of cities and the constraints that impede their development, urgent problems, and promising areas for the development of cities located on the territory of the subject of the Russian Federation.

As a result of the discussions, the most urgent problems of the formation of an electronic database of spatial data were identified, which require a more thorough analysis from each agency within its authority.

The meeting under the chairmanship of Deputy Minister Tagir Khusnutdinov on the issues of bringing to a uniform standard the appearance, structure and content of text and graphic materials of the general plans of settlements and the rules for land use and development of rural settlements of the Republic of Tatarstan was held in the Ministry of Land and Property of the Republic of Tatarstan. The meeting was attended by the Assistant to the President of the Republic of Tatarstan Rustem Merzakreev, the Ministry of Construction, Architecture and Housing and Communal Services of the Republic of Tatarstan and the State Budgetary Institution “Spatial Data Fund of the Republic of Tatarstan”.

Together with the developers of general plans and land use and development rules, Maxima LLC and Project Design Artel Angelika Melentyeva discussed the correct interpretation of the application to the order of the Ministry of Economic Development of the Russian Federation “Requirements for the description and display in territorial planning documents of objects of federal significance, objects of regional significance, objects of local significance ". Also, the participants spoke about the use by developers of their own conventions when displaying objects of the general plan.

General plan developers use the information provided by local authorities and the Federal Service for State Registration, and this approach is provided for by the legislation of the Russian Federation.

In order to update the information and verify the compliance of territorial planning documents with the modern requirements of urban planning legislation, developers were asked for information about the general plans and the land use and development plans that are in operation and the regulatory framework on the basis of which these documents are developed.

On October 2, 2019, the Tatarstan regional branch of the All-Russian public organization “Association of Lawyers of Russia” plans to hold a single day of free legal aid, dedicated to the day of an elderly person.

The event is planned to be held in regions and cities of the republic from 8:00 to 15:30 hours (in Kazan from 9:00 to 16:30 hours) at the regional public reception of the Chairman of the United Russia Party, and public reception of district (city) branches United Russia party, centers of free legal assistance to the population of the Tatarstan regional branch of the Association of Lawyers of Russia.

Free legal assistance to the population will be provided by specialists of the Pension Fund of the Russian Federation Branch of the Republic of Tatarstan, the Office of the Federal Bailiff Service of the Republic of Tatarstan, the Notary Chamber of the Republic of Tatarstan, JSC "Bureau of Technical Inventory of the Republic of Tatarstan", the Law Chamber of the Republic of Tatarstan, the Ministry of Labor, Employment and Social defense of the Republic of Tatarstan, the Constitutional Court of the Republic of Tatarstan, the Ministry of Justice of the Republic of Tatarstan.

The Ministry of Land and Property of the Republic of Tatarstan, together with line ministries, carried out measures for the inventory of unused real estate located in the Republic of Tatarstan. According to the results of the work identified 60 unused real estate.

Last Saturday at the Center for Rowing Sports the group stage of mini-soccer games was held as part of the of civil servants’s sports contest of the Republic of Tatarstan. The team of the Ministry of Land and Property of the Republic of Tatarstan competed with the teams of the State Council of the Republic of Tatarstan and the Accounts Chamber of the Republic of Tatarstan, according to the results of which they reached the 1/8 finals.

The team was supported by Minister Fanil Agliullin, First Deputy Minister Arthur Galiev and employees of the Ministry.

Today the first working meeting of the newly appointed minister Fanil Agliullin with the deputy ministers and heads of structural units took place. The Minister began the meeting with acquaintance with the heads of departments and subordinate institutions, and then topical issues of the Ministry’s activities and execution of orders were examined.

According to the data of local authorities on September 18, 2019, more than 52.8 thousand families in the Republic of Tatarstan were included in the lists for land plots, more than 34 thousand large families received land plots as property.

Today, the First Deputy Minister Arthur Galiyev held a regular meeting with the heads of executive committees, chairmen of the chambers of land and property relations of the municipal regions of the Republic of Tatarstan, in which the indicator on the provision of plots for large families does not reach the established value.

Representatives of the municipal districts reported on the progress of work related to the provision of land to large families and forecasts of the implementation of the corresponding indicator.

Arsky and Bavlinsky municipal districts provided plots to large families, necessary to achieve the indicator.

On October 23, 2019, the Ministry of Land and Property of the Republic of Tatarstan holds an open auction to increase the cost with an open form for submitting proposals for the price on the sale of vehicles in electronic form. On September 19, 2019, as part of the implementation of the Decree of the President of the Republic of Tatarstan dated March 22, 2010 No. UP-156 “On measures to develop the system of providing legal assistance and legal education of the population in the Republic of Tatarstan”, the Republican Information and Consulting Group visited the Aksubaevsky Municipal District of the Republic of Tatarstan.

Together with representatives of other ministries and departments of the Republic of Tatarstan, Alexander Paimukhin, a leading consultant of the state property protection department of the Legal Department of the Ministry of Land and Property of the Republic of Tatarstan, participated in the work of the information and consulting group.

Alexander Paimukhin gave the relevant clarifications and recommendations to the citizens of the Aksubaevsky municipal district of the Republic of Tatarstan who addressed the issues of registration of ownership of land and real estate, clarification of the boundaries of land plots, the procedure for tendering on land plots and other appeals.
