Tatarstan Prime Minister Alexei Pesoshin introduced the new Minister of Land and Property of the Republic of Tatarstan. Fanil Agliullin, who until today held the post of Assistant to the President of the Republic of Tatarstan, was appointed to this position.

Recall that earlier President of Tatarstan Rustam Minnikhanov dismissed Azat Khamaev from the post of head of the Ministry of Land and Property of the Republic of Tatarstan in connection with the election of a deputy of the State Council of the Republic of Tatarstan of the VI convocation.

The Prime Minister of the Republic of Tatarstan noted that Fanil Agliullin had long held senior positions in the Ministry of Internal Affairs and the Russian Guard and, in recent years, he headed the Security Service of the President of the Republic of Tatarstan. “Of course, work experience will allow Fanil Anvarovich to maintain the achievements in the work of the ministry and give a new impetus dictated by time. I want to wish you success in your new job. I am sure that the new leader, together with the team, will be able to solve all the tasks, ”emphasized Alexey Pesoshin.

Aleksey Pesoshin also noted that over the 11 years of work of Azat Khamaev in the Ministry of Land and Property of the Republic of Tatarstan, an effective system of managing state property has been built, interaction with local governments has been established. “All this allowed the ministry not only to fulfill its tasks, but also to overfulfill planned targets, including on revenues to the republican budget,” he added.

According to the Prime Minister of the Republic of Tatarstan, significant events were held under the leadership of Azat Khamaev. Alexey Pesoshin expressed confidence that the work carried out by Azat Khamaev in the ministry, his strategic vision and deep understanding of socio-economic processes will contribute to effective legislative activity in the State Council of the Republic of Tatarstan.

Then the Head of the Government of Tatarstan presented Azat Khamaev with a letter of thanks from the Cabinet of Ministers of the Republic of Tatarstan.

Azat Khamaev, who until today has held the post of Minister of Land and Property of the Republic of Tatarstan, was dismissed by decree of Rustam Minnikhanov in connection with the election of the sixth convocation to the State Council of the Republic of Tatarstan.

Extremism is a form of a person’s commitment to extreme views in religion, politics, in life, it is a commitment of people to separate methods of action. Extremists can exert an active influence on the consciousness and will of people in order to persuade them to violent actions, and therefore, pose an unpredictable threat to public safety.

The brutal tragedy in Beslan, where 335 people were killed and more than 1000 injured, the bombings of apartment buildings in Moscow, Buinaksk, Volgodonsk, where 300 people died, the explosions in Grozny, Mozdok and other cities, will never be forgotten.

This year, the month “No to extremism!” is being held in all the settlements of the Republic of Tatarstan. The action was organized in order to strengthen interethnic and interfaith harmony in the republic, prevent extremism and terrorism, and prevent conflicts on social, ethnic and religious grounds.

As part of the action, a photostand “No to extremism!” was framed at the Ministry of Land and Property of the Republic of Tatarstan.

Work on the establishment of borders between the constituent entities of the Russian Federation is being carried out within the framework of the implementation of the target model “Registration for cadastral registration of land plots and real estate objects”. The implementation of this indicator directly affects the improvement of the state cadastral registration of real estate, which in turn is one of the criteria for improving the investment climate in the regions.

State budgetary institution “Spatial Data Fund of the Republic of Tatarstan” organizes work on the establishment and coordination of the borders of the Republic of Tatarstan with related subjects of the Russian Federation. At present, preliminary data on the borders of the Republic with all related subjects of the Russian Federation have been collected. Work has begun on resolving disagreements and preparing materials for coordinating borders with the Samara Region and the Chuvash Republic.

A workshop was held in Kazan on the establishment of the border between the Republic of Tatarstan and the Samara Region, in which representatives of Samara Center for Geodesy and Land Management LLC and State Budget Fund “Spatial Data Fund of the Republic of Tatarstan” took part.

Also, a working meeting on the establishment of the border between the Republic of Tatarstan and the Chuvash Republic was held in the city of Cheboksary. On the part of the Chuvash Republic, representatives of the Ministry of Construction, Architecture and Housing and Communal Services, the Office of Federal Service for State Registration, Cadastre and Cartography and ZEMLYA LLC took part in the meeting, and on the part of the Republic of Tatarstan: representatives of the Ministry of Land and Property of the Republic of Tatarstan and the State Budgetary Institution “Spatial Data Fund of the Republic of Tatarstan”.

During the meetings, general approaches to resolving disagreements in establishing borders between entities were considered, data were exchanged on the working draft of establishing the border and identified disagreements, an agreement was reached on the exchange of archival cartographic and other materials at the disposal of the parties on crossing the border, plans and procedures for further interactions.

On 17.09.2019, a meeting of the Committee for Monitoring the Real Estate Market of the Republic of Tatarstan of NP Union of Appraisers of the Republic of Tatarstan was held in the discussion of the obtained analytical data mode. The monitoring carried out twice a year covers all cities and regions of the republic. Monitoring serves as a guide for price ranges during transactions, including with state and municipal property. The monitoring base is based on the proposals and analytics of the valuation community, corporate clients of valuation, professional associations of the real estate market, expert organizations with the assistance of the Ministry of Land Property of the Republic of Tatarstan, property management bodies of municipal districts and urban districts of the republic. As before, the Monitoring Collection is distributed free of charge to specialized authorities, in particular, the Chambers of Land and Property of the Republic, member organizations, experts of the Union of Appraisers of the Republic of Tatarstan. The main objective of monitoring is to improve the quality and reliability of the assessment.

At the next meeting of the Public Council under the Ministry of Land and Property of the Republic of Tatarstan, amendments to the order of the Ministry of Land and Property of the Republic of Tatarstan dated November 25, 2014 No. 2607-r “On approval of the program of the Ministry of Land and Property of the Republic of Tatarstan on the implementation of the anti-corruption policy of the Republic of Tatarstan for 2015 - 2020” were made. The members of the council heard Yulia Iksanova, responsible for the anti-corruption work of the Ministry of land and property  of the Republic of Tatarstan, and exchanged views on the issue.

Acting Deputy Minister Tagir Khusnutdinov of Land and Property of the Republic of Tatarstan; and Head of the State Budgetary Institution “Center for State Property Management” Lena Khamzina spoke on the activities of subordinate organizations of the Ministry of Land Property of the Republic of Tatarstan  State budgetary institution "Center for State Cadastral Assessment" and state budgetary institution "Spatial Data Fund of the Republic of Tatarstan". Participants in the meeting emphasized that the activities of institutions significantly increase the efficiency of the provision of public services, for example, when approving development, and reduces corruption risks.

    The deputy minister Eduard Diyarov spoke about the results of interaction with authorities in municipalities of the Republic of Tatarstan. The deputy minister announced the directions of the ministry's activities on previously discussed proposals: the creation of a unified automated system for accounting and management of state and municipal property, the digitalization of activities and databases, and the provision of methodological support to municipalities.

On all discussed issues, members of the Council also monitored the implementation and effectiveness of previously developed proposals. The meeting was attended by members of the Council Rashid Abashev, Nazgat Magrifatullin, Oleg Bulgakov, members of the Public Chamber of the Republic of Tatarstan Roza Akhmadieva and Arthur Mustaev.

During the period from September 1 to September 13, 2019, State Budgetary Institution “Republican Property Treasury” conducted six inspections of the effective use and preservation of state property, secured by the right of operational management of state institutions subordinate to the Ministry of Education and Science of the Republic of Tatarstan, the Ministry of Civil Defense and Emergencies of the Republic Tatarstan in the Nizhnekamsky, Yelabuzhsky municipal districts.

During the inspections, the following deficiencies were identified.

1. The right of operational management is not registered, and also 1 property with a total area of 70 sq.m is not included in the State Property Register

2. A land plot has not been formed and the right of permanent unlimited use of an institution under the institution's facilities (structures) has not been formalized.

3. Inconsistency of the areas of the three real estate properties indicated in the Unified State Register of Real Estate with the data specified in the technical documentation was revealed.

4. 12 items of unused state property in malfunctioning.

 

Based on the results of inspection reports were drawn up.

09/13/2019 at the Ministry of Land and Property of the Republic of Tatarstan, the meeting chaired by First Deputy Minister Artur Galiyev on the maintenance, protection of cemeteries and registration of land on which burial sites are located was held in a videoconference mode. Assistant of the President of the Republic of Tatarstan Rustem Merzakreev and representatives of the Office of Federal Service for State Registration, Cadastre and Cartography in the Republic of Tatarstan, branch of the Federal State Budgetary Institution Federal Cadastral Chamber of the Federal Service for State Registration, Cadastre and Cartography in the Republic of Tatarstan, Association “Council of Municipalities of the Republic of Tatarstan”, mun. The educational regions of the Republic of Tatarstan took part in the meeting.

According to the order of the President of the Republic of Tatarstan R.N.Minnikhanov, local authorities were instructed to register and bring into the appropriate category land under cemeteries.

In the Republic of Tatarstan there are 3 826 cemeteries of which:

- issued - 1 650;

- partially decorated - 294;

- not executed - 1882.

Most cemeteries are located on agricultural land.

In order to bring the use of such lands in accordance with the legislation, it is necessary:

- carry out cadastral work on land surveying, formation and registration of cadastral land plots provided for the placement of cemeteries as industrial and other special purpose land;

- carry out the transfer of the category of land to the land of industry and other special purposes.

For the period from 2017 to the first half of 2019, according to the projects prepared by the Ministry of Land Property of the Republic of Tatarstan, 105 resolutions of the Cabinet of Ministers of the Republic of Tatarstan on the transfer of 332 land plots with a total area of about 310 hectares from the category of agricultural land to industrial and other special purposes for placement of ritual objects were adopted.

The meeting participants discussed frequently arising problems when registering plots, a simplified procedure for registering cemeteries, as well as cemeteries located on the lands of the forest fund.

Following the meeting, local governments were given recommendations on the need to complete the work on registering cemeteries before the end of this year and submit information by September 20, 2019 on cemeteries located on the lands of the forest fund, in order to conduct relevant work with the Ministry of Forestry of the Republic of Tatarstan.

 

The next meeting is scheduled for late September.
