Today, the Association “Council of Municipal Formations of the Republic of Tatarstan” held a round-table meeting on topical issues of local government with the participation of heads of executive committees of municipal districts and urban districts of the Republic of Tatarstan, representatives of ministries and departments of the Republic of Tatarstan.

The meeting was attended by Acting President of the Republic of Tatarstan Rustam Kamilyevich Nigmatullin, Chairman of the Association “Council of Municipalities of the Republic of Tatarstan” Ekzam Samatovich Gubaydullin, Assistant of the President of the Republic of Tatarstan Rustem Raufovich Merzakreyev, representatives of ministries and departments of the Republic of Tatarstan, were also invited heads of executive committees of all municipal regions and urban districts of the Republic of Tatarstan, employees of the Office for work with territories of Pre of the Republic of Tatarstan, the office of the Association “Council of Municipalities of the Republic of Tatarstan”.

A number of questions were put on the “round table” concerning the implementation of legislation regarding the treatment of stray animals, current results on bringing master plans and rules for land use and development in compliance with the requirements of federal legislation, readiness to switch television from analogue to digital broadcasting, to develop a draft program “Providing the rural population with high-quality drinking water from underground sources” for 2020–2025 and different.

A constructive and effective dialogue took place on all the issues raised in the framework of the agenda, the purpose of which is to ensure and make decisions to improve the efficiency of local government and the quality of life of citizens.

The meeting was also attended by the First Deputy Minister of Land and Property of the Republic of Tatarstan Artur Galiev and the director of the state budgetary institution “Spatial Data Foundation of the Republic of Tatarstan” Tagir Khusnutdinov.

The meeting was also attended by: Alexander Lokhotsky - chief adviser of the anti-corruption monitoring department of the Office of the President of the Republic of Tatarstan on anti-corruption policy, Oleg Bulgakov - member of the Public Council under the Ministry, executive director of the non-commercial partnership "Union of Appraisers of the Republic of Tatarstan", Valentin Paymukhin - Chairman of the development of civil society institutions, interaction with public councils of the Public Chamber of the Republic of Tatar Tan and Rose Shageeva - Vice-president of the "Republic of Tatarstan Economic Society" NGO.

At the meeting of the Commission, two issues were considered - the appeal of a citizen who had previously replaced the civil service position in the Ministry, giving consent to replace, on the terms of an employment contract, the position of the head of the department of the public state institution and the results of the analysis of information about incomes, expenses, property civil servants of the Ministry of land and property of the Republic of Tatarstan, their spouses and minor children for 2017-2018

On the first issue, the Commission unanimously decided to agree to fill the position of the head of the department of the state public institution. On the second question, indicate to civil servants of the Ministry that it is inadmissible to provide incomplete and (or) false information about incomes in the future.

July 24 is the Day of the cadastral engineer. This day was chosen as a holiday for representatives of this profession because of the date of registration of the Federal Law “On the State Real Estate Cadastre”. An important role in the establishment of this holiday was played by the initiative of the organization “Cadastral Engineers”. Thanks to their assistance, it was possible to achieve a significant increase in the prestige of this profession.

Assessment of the state of the plots, the definition of its borders, the preparation of technical documentation, the preparation of a technical plan for real estate - all these activities are carried out by one person. An important detail: only those persons whose qualifications are confirmed by a valid certificate are allowed to conduct the works described above.

Cadastral engineers currently combine the functions of several positions. They must understand geodesy, land management, be able to assess the condition and value of the land. A very important addition to the above skills will be knowledge of jurisprudence. It is because of the high complexity and importance of the labor process that representatives of this profession were honored with their holiday. On this day, congresses, conferences, and solemn meetings are held, during which employees receive congratulations from colleagues and superiors, discuss the pressing issues that have accumulated over the past year.
