A meeting with the participation of the head of the State Budget Institution "Multifunctional Center for the provision of state and municipal services in the Republic of Tatarstan" Lenara Muzafarova on the issue of organizing the provision of a number of public services provided by the Ministry through the MFC was held at the Ministry of Land and Property of the Republic of Tatarstan. The Ministry of Economic Development of Russia has prepared a bill aimed at establishing the possibility of out-of-court settlement of disputes regarding the outcome of the consideration of complaints by the SRO. It provides through the creation of an appeals body with a board of appraisal activities. According to the Ministry of Economic Development of Russian Federation, the introduction of the proposed mechanism will not only ensure a competent review of appeals, but will also improve the quality of the examination of complaints by complainants based on the consolidation of best practices.
A similar practice in Tatarstan has existed for more than five years, in the form of the Expert Advisory Council of the Union of Appraisers of the Republic of Tajikistan. Representatives of the Union in the Valuation Council of the Ministry of Economic Development of the Russian Federation actively participate in the preparation of the issue, taking into account the experience.

Seventeen expert opinions on the appeals of citizens, legal entities, authorities - customers of the assessment were reviewed and approved at the regular meeting of the Expert Advisory Council of the non-commercial partnership "Union of Appraisers of the Republic of Tatarstan". The main part of the examinations was carried out based on materials sent by the Chambers and the Departments of Land and Property Relations of Nizhnekamsky, Bugulminsky, Nurlatsky, Pestrechinsky, Apastovsky and several other municipal districts of the republic. In addition, expert opinions on the requests of the SEZ "Alabuga", the Ministry of Economic Development of Russia and the Ministry of Land and Property of the Republic of Tajikistan were approved. The discussion was attended by experts of the main self-regulatory organizations of Russia represented in the Union - Dmitry Zakhmatov, Andrey Lisichkin, Rezida Betretdinova, Marat Suleymanov, Yury Chebotarev, Lyailya Idiatullina. At a discussion after a meeting of a number of topical issues, Deputy Minister of Land and Property Eduard Diyarov drew the attention of experts to the need to take into account a number of significant factors affecting the value of assessment objects in the districts. The Resolution of the Cabinet of Ministers of the Republic of Tatarstan No. 629 dated July 29, 2019 amended the Order of concluding agreements between the Cabinet of Ministers of the Republic of Tatarstan, the Council of Municipal Formations of the Republic of Tatarstan and municipal districts (urban districts) on the achievement of the planned performance indicators of local governments of municipal districts (urban districts) of the Republic of Tatarstan.
Four new indicators have been added, according to which the Cabinet of Ministers of the Republic of Tatarstan assesses the effectiveness of the work of local authorities in cities and regions: poverty reduction, the proportion of municipal property sold into property or leased using an electronic trading platform sale.zakazrf.ru, the proportion of large families who received free land plots and the share of the area of unclaimed land shares, which recognized the right of municipal property.
