Russian President Vladimir Putin signed a law that gives citizens the right to make a note in the Unified State Register of Real Estate (USRR) on the possibility of submitting an application to the Federal Service for State Registration, Cadastre and Cartography to transfer or terminate the right to their property, signed by electronic signature. The law was adopted with the aim of protecting the rights of citizens as a result of the joint work of deputies of the State Duma and the Government of the Russian Federation.

If a citizen admits conducting transactions with his real estate in electronic form using an enhanced qualified electronic signature, then he must separately submit an application to the Federal Service for State Registration, Cadastre and Cartography in paper form. In the absence of such a statement from the owner, state registration of the transfer of rights on the basis of an electronic package of documents will be impossible.

In particular, the law protects citizens from fraudulent actions with their real estate committed by electronic signature. It is aimed at eliminating cases when fraudsters take possession of someone else’s apartments by submitting documents for state registration of rights with the illegal use of the electronic signature of the owner obtained at the certification center, including using forged documents.

Moreover, the law provides for a number of cases when a special mark in the USRN, made on the basis of a statement by the owner of the real estate, will not be required to conduct real estate transactions in electronic form.

As of August 7, 2019, according to the accepted applications from large families for land plots, decisions were made to include 52,439 applicants in the lists, including 12,818 in Kazan and 6,964 applicants in Naberezhniye Chelny.

According to specialists of the Ministry of land and property of the Republic of Tatarstan, in the Republic of Tatarstan, taking into account the city of Kazan and the city of Naberezhniye Chelny, 39,083 land plots were put on cadastral registration. In Kazan, 7,234 land plots were put on cadastral registration, and 2,622 land plots in the city of Naberezhniye Chelny.

In total, in the municipal regions of the Republic of Tatarstan, Kazan and the city of Naberezhniye Chelny people in families with three or more children are granted 33,805 land plots in common shared ownership.

08/09/2019 the meeting chaired by First Deputy Minister Artur Galiev on the maintenance and protection of cemeteries was held in a video conference in the Ministry of land and property of the Republic of Tatarstan. The meeting was attended by the Assistant to the President of the Republic of Tatarstan Rustem Merzakreev and representatives of the Office of the Federal Service for State Registration, Cadastre and Cartography of the Republic of Tatarstan, a branch of the Federal State Budgetary Institution "Federal Cadastral Chamber of the Federal Service for State Registration, Cadastre and Cartography" in the Republic of Tatarstan, the Association "Council of Municipalities of the Republic of Tatarstan", and municipalities of the Republic of Tatarstan.

According to the order of the President of the Republic of Tatarstan R.N.Minnikhanov, local authorities were instructed to register and bring into the appropriate category land under cemeteries.

In the Republic of Tatarstan as a whole, there are more than 3,800 cemeteries (3,861) of which:

- issued - 1 608;

- partially decorated - 319;

- not executed - 1934.

Most cemeteries are located on agricultural land.

In order to bring the use of such lands in accordance with the law, it is necessary

- carry out cadastral work on land surveying, formation and registration of cadastral land plots provided for the placement of cemeteries as industrial and other special purpose land;

- carry out the transfer of the category of land in the land of industry and other special purposes.

For the period from 2017 to the first half of 2019, 96 decisions of the Cabinet of Ministers of the Republic of Tatarstan on the transfer of 217 land plots with a total area of about 292 hectares from the category of agricultural land to industrial and other special purposes for placement of ritual activities were adopted on the projects prepared by the Ministry of Land Property of the Republic of Tatarstan .

In some areas, work on the design of cemeteries is organized at a very high level. Buinsky district completed work on changing the category of plots. Menzelinsky, Sabinsky, Tukaevsky, Apastovsky districts - at the stage of completion.

The meeting discussed issues on the simplified design procedure and frequently encountered problems in the design of sites.

Following the meeting, local governments were given recommendations on the need to complete work on the design of cemeteries before the end of this year.

The next meeting is scheduled for late August.

In the framework of the subprogram “Provision of housing for orphans and children left without parental care, persons from among orphans and children without parental care, in the Republic of Tatarstan for 2014 - 2021”, approved by the Cabinet of Ministers of the Republic of Tatarstan from 04/30/2014 No. 289, in 2019, the Ministry of Land Property of the Republic of Tatarstan should acquire 309 residential premises for a total of 373.2 million rubles, of which:

During the working meeting, issues of a comprehensive assessment of movable and immovable property sold at tenders in rural settlements of the Republic of Tatarstan were discussed. The head of the Chamber of Property and Land Relations proposed a pilot project to the association of appraisal organizations of the republic, which involves the systematization of the involvement of property in economic turnover, quality control evaluation, minimizing budget costs and time of property sale. Also, the proposals of the Deputy Minister Eduard Diyarov on the consideration of real estate valuation factors made earlier following the meeting of the Union’s Expert Council were taken into account.

The project, with its successful implementation, is supposed to be replicated in the municipal districts and urban districts of the republic.

On August 2, 2019, the President of the Russian Federation signed a federal law that extends the "summer cottage amnesty" until March 1, 2021 and expands its effect. The relevant document is published on the official portal of legal information.

Until this date, registration of rights to houses built on garden plots will be carried out in the same simplified manner - if there is a right to a land plot, only a technical plan will be required. The owner will be able to submit all necessary documents to the registration authorities on their own.

An unlimited norm is introduced on the possibility of establishing by the constituent entities of the Russian Federation maximum prices for cadastral works. The period of preferential free provision of property to members of horticultural and vegetable gardening partnerships (VGP) of publicly owned land plots, including common land, is extended until March 1, 2022.

It also establishes the direct obligation of the authorities to carry out all necessary actions for the formation of a land plot (land surveying, registration with the state cadastral registration) of the adjacent territory of apartment buildings.

In addition, the authorities are obliged to inform citizens about changes in the rules for the construction of houses in summer cottages and garden plots.

This law is aimed at improving the conditions for entrepreneurial and investment activities in the territories of advanced social and economic development (ASE).

According to the Federal Law, water bodies can be included in the boundaries of the ASE. The law also determines the procedure for creating or changing the boundaries of the ASE, into whose borders it is supposed to include the water body of the water body, including the procedure for establishing such boundaries. At the same time, it is stipulated that the residents of ASE acquire the right to use water bodies or their parts in accordance with the Water Code of the Russian Federation and other federal laws.

In addition, the law clarifies certain provisions of the Federal Law “On Territories of Advance Social and Economic Development in the Russian Federation”. Thus, according to the Federal Law, the special legal regime for entrepreneurial and other activities in the ASE is not provided to organizations engaged in oil production, production of natural gas and (or) gas condensate, timber harvesting and their implementation, as well as banking, insurance or clearing activities, organizations, being professional participants in the securities market or non-state pension funds. In addition, the Federal Law clarifies certain rules of the aforementioned Federal Law relating to the creation and management of ASEs, including in the territories of single-industry municipalities (single-industry towns), the legal status of ASE residents and the specifics of their activities, features of state control (supervision) and municipal control on the ASE.
