On May 16-17, 2019, the All-Russian Scientific and Practical Conference "Innovations and traditions in the field of land and property relations" was held in Sevastopol. The conference gathered in Sevastopol State University more than 200 guests from all regions of the Russian Federation - representatives of executive authorities in the field of land and property relations and state budgetary institutions for cadastral valuation from various regions of Russia. From the Republic of Tatarstan, the chief technologist Vadim Zhuravlev and the head of the cadastral valuation department Igor Ivanovsky of the State Unitary Enterprise "Center of state cadastral appraisal" took part in the conference.
The main topics for discussion at the All-Russian scientific-practical conference "Innovations and traditions in the field of land and property relations" were issues related to the conduct of state cadastral valuation, integrated cadastral works, as well as the introduction of digitalization for the effective management of territories and the development of geographic information systems.
The meeting with the participation of the leaders of small oil companies was held by the President of the Republic of Tatarstan Rustam Minnikhanov.
The main theme is the performance of small oil companies in the first quarter of 2019.
The meeting was held at the Government House of the Republic of Tatarstan, attended by General Director of PJSC TATNEFT Nail Maganov, Assistant to the President of the Republic of Tatarstan on oil industry issues, member of the Board of Directors of PJSC TATNEFT Shafagat Takhautdinov, Minister of Land and Property of the Republic of Tatarstan Azat Khamaev, etc.
According to Rustam Minnikhanov, according to the Ministry of Energy of Russia, 139 million tons of oil was produced in the first quarter, which is 3.4% more than in the same period of 2018.
Oil producers of Tatarstan ensured a growth rate of 102.8% compared to last year, while the volume of oil production in the republic was 9 million 18 thousand tons, including the MNC - 1 million 766 thousand tons (accounting for 19.6% of the total production volume).
The world oil market in the first quarter was favorable for the oil industry, the positive dynamics of world oil demand remained, Rustam Minnikhanov noted, oil prices went up by 22.5% and averaged $ 61 per barrel.
Rustam Minnikhanov also outlined some of the region’s main economic indicators for the first quarter. Thus, the volume of gross regional product in the first quarter amounted to 538 billion rubles, an increase of 100.3%.
“The growth in the oil industry amounted to 102.5%, and I believe that the oil workers are doing decent work,” said the President of Tatarstan.
Thanks to a stable economy, efficient operation of the oil industry, we are implementing all our plans and social projects, said Rustam Minnikhanov.
Details about the results of the work of small oil companies in the first quarter of 2019 were reported by the general director of CJSC Nefteconsortium, Fanis Valiev. Thus, the small oil companies produced 1 million 766 thousand tons of oil, which is 112 thousand tons more than in the same period of 2018. 106 thousand meters of rocks were drilled, 60 new wells were put into operation. 3.4 billion rubles were spent on capital investments.
The Ministry of Land and Property of the Republic of Tatarstan assists in registration of land plots for the needs of oil producing companies, including the transfer of land from one category to another, suitable for the construction of relevant facilities.
As of today, in 2019, on the basis of the projects prepared by the Ministry of Land and Property Management of the Republic of Tatarstan, 82 agricultural land plots with a total area of about 78.7 hectares have been transferred to the category of industrial land and other special purposes for subsoil use.
On May 22, a meeting on the implementation of the legislation of the Republic of Tatarstan on the state languages of the Republic of Tatarstan was held at the Office of the Cabinet of Ministers of the Republic of Tatarstan under the chairmanship of Deputy Prime Minister of the Republic of Tatarstan V.G. Shayhraziev, which, among other things, summed up the work of the ministries and departments of the Republic of Tatarstan in this direction.
The Ministry of Land and Property of the Republic of Tatarstan and subordinate organizations on an ongoing basis take measures to ensure the implementation of the legislation on state languages. The website of the Ministry is constantly filled with content in the Tatar language. In particular, the news published on the site is completely duplicated in the Tatar language. During 4 months of 2019, 123 news reports were posted on the Ministry’s website in two state languages, including 33 in April. Fully provided translation into the Tatar language of legal documents. So, this year, 18 regulatory legal acts were developed and published, 6 of them in April, all of them were translated into Tatar language and posted on the website.
Information on the implementation by the Ministry of legislation on the state languages of the Republic of Tatarstan is sent monthly to the Ministry of Justice of the Republic of Tatarstan.
Information signs and stands in the two official languages of the Republic of Tatarstan were installed in the lobby and in the room where citizens are received by employees of the Ministry.
Work on the implementation of the legislation of the Republic of Tatarstan on state languages by the Ministry will continue.
The regular meeting of the Board of Directors of PJSC TATNEFT chaired by the President of the Republic of Tatarstan R.N. Minnikhanov was held in Kazan.
The meeting reviewed the results of the company's budget for the four months of 2019 and approved the budget for June, discussed the results of financial and economic activities for the first quarter of the current year.
For the first three months of this year, 7 million 252 thousand tons of oil was produced at the fields of Tatneft. 130 new production and 88 injection wells were put into operation.
Compared to the same period in 2018, gross revenues from sales of products shipped increased by 44.2 billion rubles and amounted to 240.6 billion rubles. Net revenues (excluding VAT, export duties and excises) from sales of products shipped increased by 39.1 billion rubles and amounted to 205.1 billion rubles. Net profit increased by 13 billion rubles and amounted to 50.3 billion rubles (data under RAS).
The Board of Directors discussed information on the use of enhanced oil recovery methods. It is noted that due to the technologies of the oil and gas facility, more than 20% of the Company's oil production is provided. In accordance with the “Strategy 2030”, which provides for the growth of oil production to 38 million tons per year, the share of oil production due to the use of EOR will be about a third of the total volume. For the formation of the future pool of technologies aimed at improving the development of hard-to-recover reserves, the main promising areas of high-tech developments are identified - in-situ combustion, surfactant-polymer flooding, microbiological methods, binary systems, injection of modified water and others for which research has been initiated. At present, 11 technologies have been accepted for replication, pilot works are carried out on 34 technologies, and ODA is planned to be carried out on 12 technologies.
At the meeting, members of the Board of Directors were provided with information about analysts of the stock market on the investment attractiveness of Tatneft shares in comparison with other leading companies in the industry, and discussed the main issues that are of interest to the company's investors.

Five zonal seminars have already been held this year in the Kukmorsky, Drozhzhanovsky, Laishevsky, Tukayevsky and Cheremshansky municipal districts, which were attended by First Deputy Minister A.I.
