On March 11, 2019 a meeting of the Committee of the State Council of the Republic of Tatarstan on ecology, environmental management, agro-industrial and food policy was held, at which the question was considered: “On the implementation of the provisions of the Land Code of the Republic of Tatarstan regarding the free provision of land plots to citizens with three or more children” .
Artur Galiyev said that in the Republic of Tatarstan, according to local authorities, on 03/01/2019 more than 50 thousand families were included in the lists for receiving plots, about 33 thousand large families received land plots for ownership, for the previous year 3 830 plots were provided.
In the current year it is planned to establish a personal indicator of the activities of local governments of municipal districts to provide large families with lots.
Particularly acute is the issue of allocation of land to large families of Kazan and Naberezhnye Chelny (the total deficit is more than 9 thousand).
To provide lots of large families with the city of Kazan, work is underway on the massifs in the Laishevsky district (the settlement of Sokuriy) and in the Vysokogorsky district (the settlement of Kaimara).
For further solution of the problem, the Government of the Russian Federation transferred to the Republic of Tatarstan powers to manage and dispose of federal areas with a total area of 639 hectares (521.5 hectares in the suburbs of Kazan and Vysokogorsky district, 117.8 hectares of Konstantinovka village.)
In addition, at present, the issue of developing additional territory of 966 hectares in the Dachnoye rural settlement of the Vysokogorsky District of the Republic of Tatarstan is being worked out with federal authorities.
To provide the families with large families, the city of Naberezhnye Chelny is conducted along arrays located in Kalmashskoye and Maloshilninskoye rural settlements.
In general, it should be noted that, taking into account the number of large families, the Republic of Tatarstan occupies a leading position in the Volga Federal District.
On March 11, 2019, the meeting under the chairmanship of the Deputy Minister of Land and Property of the Republic of Tatarstan Rustem Shameyev was held in the form of videoconferencing with all municipalities of the Republic of Tatarstan on ensuring the implementation of subparagraph "d" of paragraph 2 of the List of Instructions of the President of the Russian Federation following the meeting of the State Council of the Russian Federation from April 5, 2018 number Pr-817 HS, as well as the publication of lists of municipal property, free from the rights of third parties and intended for lending to small and medium-sized businesses. The meeting addressed issues of concern and deficiencies in the placement of information about the objects of property on the sites of municipalities. It was noted that it is necessary to adjust publications as soon as possible and to adopt relevant regulatory acts in order to prevent a decline in the position of the republic in the rating in terms of support for business entities.
On March 9, 2019, a ski racing sport competition as part of the Spartakiad of civil servants of the Republic of Tatarstan was held. Competitions were held in Zelenodolsk on the basis of the sports complex "Mayak". For men, the distance was set - 3 kilometers, for women - 1 kilometer.
The team of the Ministry of Land and Property of the Republic of Tatarstan, as always, took an active part in sports events. Our ministry was represented by a team of 4 people, as required by the conditions of the competition: I.N. Almukova, R.Sh. Zinnurov, M.G. Minullin, A.G. Mubarakov. On March 7, 2019 solemn events were held to celebrate the International Women's Day on March 8 in the Ministry of Land and Property of the Republic of Tatarstan.
In the morning, to the sounds of popular songs and music, the men met their female colleagues at the entrance to the administrative building of the ministry. They heartily congratulated the women on this wonderful spring holiday and handed them flowers.
At the solemn event, Minister Azat Khamaev warmly congratulated the women of the Ministry on the spring holiday, thanked them for their conscientious work and the successful fulfillment of the tasks assigned to the Ministry.
For the participants of the event, the male half of the Ministry was given a gala concert.
On February 26, 2019 The Ministry of Justice of the Republic of Tatarstan registered an order of the Ministry of Land and Property of the Republic of Tatarstan of 04.02.2019 No. 224-p, supplementing the List of real estate objects, the tax base of which is defined as the cadastral value for 2017. The said order was published on the official website of the legal information of the Republic of Tatarstan pravo.tatarstan.ru on February 26, 2019 and applies to legal relations arising from January 1 to December 31, 2017.

By the order of the Ministry of Land and Property of the Republic of Tatarstan of 04.02.2019 No. 226-p, changes were made to the results of the state cadastral valuation of capital construction objects in relation to 3 capital construction objects, the cadastral value of which was revised by the Commission under the Office of the Federal Registration Service on the basis of unreliability of information used during state cadastral valuation.
This order was registered by the Ministry of Justice of the Republic of Tatarstan on February 26, 2019, published on the official website of the legal information of the Republic of Tatarstan pravo.tatarstan.ru on February 26, 2019 and comes into force 10 days after the date of official publication.

Today, the Ministry of Land and Property of the Republic of Tatarstan, together with the Ministry of Economy of the Republic of Tatarstan, held a seminar on the topic: “Practical application of the Federal Law of July 18, 2011 No. 223-FZ“ On procurement of goods, works, services by certain types of legal entities ”in connection with the latest changes in legislation. "
The seminar reviewed the latest changes in the Law and the most common violations, as well as responsibility for these violations in accordance with the Code of Administrative Offenses of the Russian Federation. At the same time, recommendations were given to representatives of joint-stock companies with a share of the Republic of Tatarstan of more than 50% about bringing procurement activities in compliance with the current legislation of the Russian Federation.
The event was attended by managers and specialists of organizations - customers, as well as heads of departments and specialists of the Ministry of land and Property of the Republic of Tatarstan and the Ministry of Economy of the Republic of Tatarstan.
According to the information of the specialists of the Ministry of Economics department on 01.03.2019, non-tax revenues from the use and sale of state property and land plots received by the budget of the Republic of Tatarstan amounted to 104.4 million rubles. The budget assignment for the republican budget of the Republic of Tatarstan as of March 1, 2019 was fulfilled by 17.8%.
In the context of articles in the budget of the Republic of Tatarstan on 01.03.2019, it was received:
from rental property - 14.4 million rubles. - the plan is fulfilled by 23.7%;
from land lease –10.9 million rubles. - the plan is fulfilled by 15.6%;
from servitude - 0.04 million rubles. - the plan is fulfilled 1.8%;
from the sale of property - 15.1 million rubles. - the plan is fulfilled by 60.8%;
from trust management - 52.1 million rubles — the plan was fulfilled by 83%;
other income - 11.8 million rubles.
On March 1, 2019, a seminar for cadastral engineers was held at the Ministry of Land and Property of the Republic of Tatarstan on the topic: “Problems of cadastral engineers when surveying land plots and in the field of geodetic support of cadastral activities”. The seminar was opened by the First Deputy Minister A.I. Galiev and the Executive Director of SRO AKI “Volga Region” V.P. Savelyev.
The seminar covered the following issues: typical errors of cadastral engineers in the field of geodesy on the example of the experience of cadastral engineers of the Volga Federal District, the specifics of geodesic measurements in the implementation of cadastral activities under the current legislation, the main mistakes of cadastral engineers of the Republic of Tatarstan in the preparation of land surveying plans, features of the location refinement procedure land boundaries in different situations and many others. The participants discussed the issues in the round table format.
The seminar was also attended by the deputy head of the Federal Registration Service for the Republic of Tatarstan, A.Ye. Zaidullin, deputy executive director of the Territory AKI Volga Region, T.V. The Social Innovation Center with socially oriented non-profit organizations (SIC) is the single focal point of the social entrepreneurship support infrastructure (small and medium-sized businesses - SMB) and the development of business activity of socially-oriented non-profit organizations (SO NPO).
SIC was established in 2015 and is included in the structure of the Entrepreneurship Support Fund of the Republic of Tatarstan. Since 2017, the Center has been a Resource (Intermunicipal) Support Center for SO NPOs of the Kazan Economic Zone.
SIC provides services to SMBs and SO NPOs, as well as to citizens interested in starting activities in the field of social entrepreneurship.
SIC provides informational, consulting and educational support measures, as well as assists in obtaining financial, property and other support measures.
In its activities, SIC interacts with other centers and divisions of the Tatarstan Entrepreneurship Support Fund, and also cooperates with resource centers, Kazan (Volga Region) Federal University and other educational organizations, ministries and departments, the Public Chamber, other organizations and support institutions.
SIC provides the following tasks:
promotion of social entrepreneurship and promotion of projects in the social sphere;
promotion and support of SMBs and SO NPOs, as well as projects in the field of social entrepreneurship and in the social sphere;
information, analytical and consulting support for SMBs and SO NPOs, as well as citizens who are interested in starting activities in the field of social entrepreneurship;
exchange of experience in supporting social initiatives of SMBs and SO NPOs;
conducting training activities for the development of competences in the field of social entrepreneurship and design.
SIC provides the following functions:
participation in the identification of priority areas for the development of social entrepreneurship and support for social projects in the Republic of Tatarstan;
providing SMBs, SO NPOs, as well as citizens interested in starting activities in the field of social entrepreneurship, services and consultations, including through engaging specialized organizations on a contractual basis, qualified specialists, and organizing interaction with assistants (mentors, mentors) from among successful entrepreneurs and leaders of social projects;
conducting training activities on the implementation of activities in the field of social entrepreneurship and design in the form of seminars, master classes, trainings, business games, etc .;
collection, compilation and dissemination of information about social projects, successful practices, educational, competitive and grant programs, as well as other information in the field of social entrepreneurship and the design and activities of social entrepreneurs and SO NPO;
organization of events and assistance in carrying out activities aimed at the development of social entrepreneurship and projects in the social sphere, as well as subjects of SMEs and SO NPOs.
