On March 21, 2019, under the chairmanship of First Deputy Minister Artur Galiyev, the meeting in the form of a videoconference with municipalities of the republic on the completion of registration of rights to individual hydraulic structures (HS) at 14 municipalities and preparing for the pre-declaration of HS in order to ensure the safety of the population was held.

During the meeting, it was noted that ownerless HS continue to be identified in the districts. Thus, as of March 1, 2019, municipalities presented data on 712 municipal transport services owned by municipalities, of which 678 urban households (96%) were put on state cadastral registration.

In 14 municipalities of the republic: Aksubayevsky, Verkhneuslonsky, Vysokogorsky, Laishevsky, Nurlatsky, Pestrechinsky, Sarmanovsky, Spassky, Chistopolsky and a number of other districts, works are underway to complete the state cadastral registration and registration of ownership of 34 HS (this is 4% of the total ). We completed these works in Alkeevsky, Novosheshminsky and a number of other areas, are actively working with the HS in the Kukmorsky municipal district.

The main purpose of the HS inventory is to ensure the safety of life and health of the population due to the emergency technical condition of the facilities.

On March 21, 2019, a general annual meeting of members of the NP Union of Appraisers of the Republic of Tatarstan (Partnership) was held in the meeting hall of the Ministry of Land and Property of the Republic of Tatarstan. In 2018, on the basis of decisions of the Ministry of Education and Science of the Republic of Tatarstan on the absence of circumstances indicating the need to assist the employer in overcoming a difficult life situation, the Ministry of Land and Property of the Republic of Tatarstan excluded 112 dwellings from 265 acquired in 2013 and were fixed on the right of operational management of the state budgetary institution "Department of Housing Management" (hereinafter - sbi "DHM").

As of 01.03.2019, the total amount of rent payments for property and land plots to the budgets of municipalities of the Republic of Tatarstan was 409.8 million rubles.

The meeting was attended by the heads of the chambers (committee, departments) of property and land of Kazan, Naberezhnye Chelny, Aznakaevsky, Apastovsky, Arsky, Bavlinsky, Bugulminsky, Buinsky, Zelenodolsky, Kamsko-Ustyinsky, Leninogorsksky, Nizhnekamsky, Tyulyachinsky and Chistopolsky municipal districts of the Republic of Tatarstan.

In all the above-mentioned municipalities of the republic, measures are being taken to reduce debt, however, this work is significantly complicated by the unsuccessful financial or bankruptcy of debtors, and the lack of property for recovery.

Today, all municipalities of the Republic of Tatarstan need to take comprehensive measures to reduce debt, in necessary cases - to write it off, to fully use the potential of interdepartmental commissions to increase their own revenues of local budgets.

The analysis of the dynamics of changes in the amount of debt on lease payments for property and land plots to the budgets of municipalities of the Republic of Tatarstan and the work carried out to reduce it is carried out monthly by the Ministry of Land and Property of the Republic of Tatarstan.

On March 6, 2019, President of the Russian Federation V.Putin signed Federal Law No. 22-FZ of March 6, 2019 “On Amendments to Article 45 of the Federal Law“ On Cadastral Activities ”.

The newly adopted federal law subjects of the Russian Federation are granted the right to establish additional cases of free provision of copies of accounting and technical documentation and information contained in it.

Copies of cadastral documentation will be provided free of charge not only at the request of the rights registration authority, but also at the request of other state authorities or local governments.

On March 16, 2019 in the Republic of Tatarstan on the basis of the resort town "Sviyazhsky Hills" the II Festival in Alpine Skiing and Snowboarding at the "Cup of the President of the Republic of Tatarstan" was held.

The competition was attended by teams of state authorities of the Republic of Tatarstan, state bodies of the Republic of Tatarstan, authorities of municipal entities of the Republic of Tatarstan, enterprises and organizations, banks, insurance companies, the media, travel companies of the Republic of Tatarstan.

The team of the Ministry of land and property of the Republic of Tatarstan took an active part in sports events. Our ministry was represented by a team of 4 people, as required by the Regulations on the Festival: Selimkhanova E.Sh., Aminov I.A., Galyautdinov Z.Z. and Mubarakov A.G.

After a hard struggle, our team took the honorable third place. All our participants of the Festival were awarded Diplomas for the III place, medals of the participant of the II Festival in Alpine skiing and snowboarding at the “Cup of the President of the Republic of Tatarstan” and valuable prizes.

On March 14, 2019, the meeting of the Attestation Commission for the qualification exam for state civil servants under the chairmanship of the Deputy Minister of Land and Property of the Republic of Tatarstan Eduard Diyarov, was held in accordance with Article 11 of the Law of the Republic of Tatarstan dated January 16, 2003 No. 3-ZRT "On State Civil Service Republic of Tatarstan.

The qualification exam for state civil servants was conducted by the Attestation Commission of the Ministry of Land and Property of the Republic of Tatarstan with the participation of independent experts and a representative of the Department of Civil Service and Personnel under the President of the Republic of Tatarstan in order to assign civil servants to civil servants.

Following the meeting, the Attestation Commission decided to pass the qualifying exam by all state civil servants and to assign them to the relevant ranks.

The question of the development of competition and anti-dumping policy caused a lively discussion. It was decided to prepare appeals on possible violations to the relevant control, supervisory and law enforcement agencies, as well as to the Ministry of Labor and Social Protection of the Republic of Tatarstan, the Chamber of Accounts of the Republic of Tatarstan and the Business against Corruption Association. At the end of the meeting of the Board, the working group discussed the draft of Price Monitoring Compendium on 03/01/2019, formed on the proposals of appraisers, experts and authorities of municipal districts and urban districts of the Republic of Tatarstan. Law No. 20-FZ regulates relations concerning free of charge seized and confiscated vessels and instruments for the illegal harvest (catch) of aquatic biological resources.

With the adoption of Law No. 20-FZ, changes were made to a number of federal laws, such as «On Privatization of State and Municipal Property» and «On Fisheries and the Conservation of Aquatic Biological Resource»s.

Article 3 of Law No. 20-FZ provides that the provisions of clause 2 of Article 3 of the Federal Law “On the Privatization of State and Municipal Property” (as amended by this Federal Law) does not apply to vessels that are subject to state ownership. sale procedures in accordance with the procedure established by the Federal Law “On Privatization of State and Municipal Property”.

On March 12, 2019, the meeting of the Commission with the Minister of Land and Property of the Republic of Tatarstan to combat corruption, chaired by the Minister of Land and Property of the Republic of Tatarstan Azat Hamayev, was held.

The following issues were considered at the Commission meeting: activities in the field of orders for the supply of goods, performance of works (provision of services) for the needs of the Ministry of Land and Property of the Republic of Tatarstan and on control over compliance with budget legislation; development and implementation of a set of organizational, explanatory and other measures to prevent civil servants from behavior that can be perceived by others as a promise or offer to give a bribe or as an agreement to accept a bribe or as a request to give a bribe, as well as the results of the implementation of paragraphs 1.2, 2.2, 6.2, 10.2 and 11.2 of the minutes of the meeting of the Commission under the Minister of Land and Property of the Republic of Tatarstan on Combating Corruption of 12/12/2018 No. 4-18.
