On April 1, 2019, President of the Russian Federation V.Putin signed the Federal Law of April 1, 2019 “On Amendments to the Federal Law“ On the Privatization of State and Municipal Property ”(hereinafter - Federal Law No. 45-FZ).
In accordance with the Federal Law of 01.04.2019 No. 45-FZ, bidding for the sale of state and municipal property will be held only in electronic form. The bidders no longer have to submit in a sealed envelope the price of the property.
Changes made by this Federal Law will increase the transparency and openness of the procedure for the sale of state and municipal property.
The amendments come into force on June 1, 2019.
The Ministry of Land and Property of the Republic of Tatarstan announced auction for the right to enter into lease agreements for property owned by the Republic of Tatarstan, free from third-party rights and intended to be granted on a long-term basis and preferential terms to small and medium subjects of entrepreneurship (hereinafter - SMEs) and organizations that form the infrastructure to support SMEs ”.
The term of the lease is 6 years.
The rent is:
- in the first year of rent - 0 percent;
- in the second year of rent - 0 percent;
- in the third year of rent - 25 percent;
- in the fourth year of the lease - 50 percent;
- in the fifth year of the lease - 75 percent;
- in the sixth and subsequent years of the lease - 100 percent of the amount of the rent, established on the basis of the assessment of the market value of the rental property.
Special purpose:
- for the production, processing or marketing of agricultural products;
- for the production of food and industrial goods, consumer goods, medicines and medical products;
- for the provision of public services and household services;
- for the development of culture;
- for the development of folk arts and crafts;
- for the construction and reconstruction of social facilities;
- to carry out activities in the field of health;
- for the development of physical culture and sports;
- to carry out activities in the field of education;
- for the development of domestic tourism;
- to engage in socially significant activities, other established state programs (subprograms) of the Russian Federation, state programs (subprograms) of the constituent entities of the Russian Federation, municipal programs (subprograms), priority activities.
