On April 11, 2019, a meeting under the chairmanship of First Deputy Minister Artur Galiev on issues related to the territory of the Bilyar State Historical, Archaeological and Natural Museum-Reserve located in the Alekseevsky municipal district of the Republic of Tatarstan was held in the Ministry of Land and Property of the Republic of Tatarstan.

Representatives of the Ministry of Culture of the Republic of Tatarstan, the Ministry of Justice of the Republic of Tatarstan, the Alekseevskiy Municipal District of the Republic of Tatarstan, the Committee of the Republic of Tatarstan for the Protection of Objects of Cultural Heritage, Biljarsky Reserve, took part in discussing this issue.

Within the framework of this meeting, the mode of maintenance and use of lands of the Bilyarsky State Historical, Archeological and Natural Museum-Reserve, approved by Resolution of the Cabinet of Ministers of the Republic of Tatarstan dated March 28, 2001 No. 165, and their development prospects were reviewed.

The history of our republic is inextricably linked with the definition of the national statehood of the peoples of the former Russian empire after the October Revolution of 1917.

On June 25, 1920, the Tatar Autonomous Soviet Socialist Republic (TASSR, Tataria) was formed within the RSFSR. Tatar Autonomous Soviet Socialist Republic existed until 1990. On August 30, 1990, Tataria was transformed into the Tatar Soviet Socialist Republic, and from May 16, 1992, it is called the Republic of Tatarstan.

June 25, 2020 will mark the 100th anniversary of the formation of the Tatar ASSR. As part of the implementation of the Republican Action Plan for the preparation and conduct of the celebration of the 100th anniversary of the formation of the Tatar ASSR, the Ministry of Land and Property of the Republic of Tatarstan (hereinafter - the Ministry) provides annual preparation of departmental action plans and submits them to higher authorities.

The Ministry continues to strive for sustainable efficiency in the use of state property and increasing the profitability of property and land plots owned by the Republic of Tatarstan and local governments.

Meetings are held annually with labor veterans of the State Property Committee of the Republic of Tatarstan and the Ministry of Land and Property of the Republic of Tatarstan, who are actively involved in the socio-economic development of the Republic of Tatarstan.

On August 30, the Day of the Republic of Tatarstan hosts exhibitions of drawings by children of employees, dedicated to the 100th anniversary of the Tatar Autonomous Soviet Socialist Republic, among them: “Tatarstan is my homeland”, “Tatarstan is our common home”.

On December 27, 2018, a quiz titled “How well we know the Republic of Tatarstan” was held at the New Year’s gala event.

In April 2019, a photo stand “Flourish, our native Tatarstan” was decorated in the lobby of the administrative building of the Ministry.

The Collection of Monitoring the prices of real estate, land and rental rates (Collection), updated on 01/03/2019, was prepared and published by the Non-Commercial Partnership Union of Appraisers of the Republic of Tatarstan. Experts-members of the Monitoring Committee of the Union, involved expert and analytical organizations, professional associations of real estate market participants took part in the preparation of the compendium.

Substantial support in the organization of monitoring was provided by the Office of the President of the Republic of Tatarstan, the Cabinet of Ministers of the Republic of Tatarstan, the Council of Municipalities of the Republic of Tatarstan, the Ministry of Property Management of the Republic of Tatarstan and the Ministry of Construction and Housing and Public Utilities of the Republic of Tatarstan, Chambers and Departments of Land and Property of municipal districts of the republic.

The Collection publishes for the first time the ranges of the average market value of residential real estate in the Republic of Tatarstan, prepared at the request of the Ministry of Construction and Housing of the Republic of Tatarstan and the Executive Committees of municipal districts and urban districts. The collection is donated to the specialized authorities of the Republic of Tatarstan, the Chambers of Land and Property of the Republic of Tatarstan, appraisal organizations-members, members of committees and councils, universities and partner organizations of the Union. The transfer is carried out by the developer and rightholder (NP "Union of Appraisers of the Republic of Tatarstan").

In pursuance of the subprogramme “Provision of orphans and children left without parental care, persons from among orphans and children left without parental care with residential premises, in the Republic of Tatarstan for 2014–2020,” approved by a decree of the Cabinet of Ministers of the Republic of Tatarstan April 30, 2014 № 289, tenders for the purchase of 65 residential premises for the subsequent providing to orphans is announced.

Deadline for submission of applications for participation - 07:00 hours 04/24/2019.

On April 8, 2019, a meeting under the chairmanship of the First Deputy Minister of Land and Property  of the Republic of Tatarstan with the participation of representatives of the executive committee of Kazan, the Republican Clinical Ophthalmological Hospital and Megapolis LLC was held.

The meeting discussed the issue of making agreed proposals for the use of parts of the land plot of the Republican Clinical Ophthalmological Hospital, which are actually the owners of the premises of an apartment building in Kazan, Shcherbakovsky ave. 7 under the fire passage.

After discussion, it was decided: Megapolis LLC, together with the Republican Clinical Ophthalmological Hospital, was applied to the Executive Committee to decide on the preparation of a land surveying project and issue a design specification.

As of April 4, 2019, according to the accepted applications from large families for land, it was decided to include 50,879 applicants in the lists, including 12,290 in Kazan, in Naberezhniye Chelny - 6,706 applicants.

According to the specialists of the Land Resources Department of the Ministry, a total of 37,386 land plots were cadastre registered in the Republic of Tatarstan with regard to the city of Kazan and Naberezhniye Chelny. In Kazan, 6 260 land plots have been put on cadastral registration, in Naberezhniye Chelny - 2 622 land plots.

In total in municipal districts of the Republic of Tatarstan, Kazan and the city of Naberezhniye Chelny 33,169 land plots provided in a common shared ownership of families with three or more children.

The Ministry of Land and Property of the Republic of Tatarstan continues to work to improve the efficiency of the use of state property and land resources and their profitability.

As of March 31, 2019, non-tax revenues from the use and sale of state property and land plots received by the budget of the Republic of Tatarstan amounted to 124.6 million rubles. The budget assignment for the republican budget of the Republic of Tatarstan is fulfilled by 21.3 percent.

 

In the context of articles in the budget of the Republic of Tatarstan on 03/31/2019, it was received:

from the rental property - 22.6 million rubles. - the plan is fulfilled by 37.3%;

from land lease –19.8 million rubles. - the plan is fulfilled by 28.4%;

from servitude - 0.6 million rubles. - the plan is fulfilled by 29.4%;

from the sale of property - 17.6 million rubles. - the plan is fulfilled by 70.5%;

from trust management - 52.5 million rubles — the plan was fulfilled by 83.6%;

dividends - 0.25 million rubles. - the plan is fulfilled by 0.2%;

part of the net profit of state unitary enterprises - 10.6 million rubles. - the plan was fulfilled by 37.4%.

The Federal Law of April 1, 2019 No. 50-FZ “On Amendments to the Federal Law“ On the Contractual System in the Field of Purchasing Goods, Work, Services for State and Municipal Needs ”(hereinafter the Law) was adopted by the State Duma on March 21, 2019 and approved by the Federation Council on March 27, 2019.

The law provides for an increase in the effectiveness of procurement control, including by ensuring the unity of law-enforcement practice when authorities exercise control over their powers both at the federal and regional levels.

In accordance with the procedure established by the Government of the Russian Federation, an order of organization, subject, form, timeframe, frequency of inspections, and the procedure for issuing the results of such inspections are provided for.

The law provides for the return of a complaint to appeal against actions (inaction) of the customer, authorized body, authorized institution, specialized organization, procurement commission, its members, officials of the contract service, if the complaint is submitted by the procurement participant, information about which is included in accordance with this Federal Law in the register of unscrupulous suppliers (contractors, performers).

In accordance with Article 2 of the Law, the amendments come into force on July 1, 2019.

At the suggestion of the Prosecutor’s Office of the Republic of Tatarstan on the results of the audit of the implementation of legislation on sanitary and epidemiological welfare of the population on 04/04/2019, a meeting chaired by First Deputy Minister Artur Galiyev with the participation of representatives of the Veterinary Department Property and Land of the Muslyumovsky Municipal District "on the accounting issues for 127 be management of bio-thermal pits and allotment of local government bodies with respect to biothermal pits and cattle cemeteries owned by the Republic of Tatarstan, state powers in accordance with the Law of the Republic of Tatarstan of January 13, 2012 No. 9-ZRT was held at the Ministry of Land and Property of the Republic of Tatarstan.

Following the meeting, a decision was made to clarify the location of these biothermal pits.

On April 4, 2019, under the chairmanship of First Deputy Minister Artur Galiyev, a videoconference meeting on the harmonization of the indicator thresholds “The proportion of large families who received land plots for free in the total number of large families who registered for free provision of land plots at the beginning of the reporting year", which will be included in the list of indicators of the performance of local governments of municipal districts (urban c) the Republic of Tatarstan, approved by the Resolution of the Cabinet of Ministers of the Republic of Tatarstan of 22.04.2015 No. 275 was held.

The final agreed threshold values will be sent to the Ministry of Economy of the Republic of Tatarstan for inclusion in agreements between the Cabinet of Ministers of the Republic of Tatarstan, the Council of Municipalities of the Republic of Tatarstan and municipal districts (urban districts) of the Republic of Tatarstan on the achievement of the planned performance indicators of local governments of municipal districts (urban districts) of the Republic of Tatarstan
