Today, under the chairmanship of Deputy Minister Rustem Shameyev the meeting of staff of the Ministry of Land and Property of the Republic of Tatarstan with representatives of the Ministry of Land and Property of the Republic of Dagestan - Deputy Minister Habib Janayev and a consultant of the land distribution department Gadzhimagomed Kammagadzhiev held in the Ministry of Land and Property of the Republic of Tatarstan.

In the framework of providing methodological assistance to municipalities of the republic on November 21, 2018, a regular training seminar for managers and specialists of Chambers (Departments, Committee) of property and land relations on the topic “Actual aspects of land regulation property relations in the management of state and municipal property " was held.

Candidate of Law, practicing lawyer, expert on land and related legislation of the Interregional Bureau of Forensic Examination (expertsud.ru, Moscow) Alexey Mazurov took part in the seminar as an expert.

On behalf of the Office of the President of the Republic of Tatarstan, ANO "Academy of Social Education" and the Public Chamber of the Republic of Tatarstan, training for representatives of the Public Councils of the republic's authorities was conducted. The theme of the program is the implementation of public control by civil society institutions in the territory of the Republic of Tatarstan. The curator of the program from the Public Chamber of the Republic of Tatarstan was a member of the Public Council under the Ministry of land and property of the Republic of Tatarstan, head of the Center for Public Control in the field of state and municipal government Arthur Mustaev.

The students familiarized themselves with the mechanisms for the implementation of public control tools in the field of state and municipal procurement, the activities of government bodies and organizations at various levels, and the organization of interaction in this area.

On November 9, 2018, the regular meeting of the Board of Directors of Almetyevsk-Vodokanal JSC chaired by the head of the executive committee of Almetyevsk Lenar Valeyev. and Ilnara Mingazova was held with the participation of board members of directors Farit Musin and Ildus Nasyrov.

The board of directors reviewed the results of the company's financial and economic activities for the first 9 months of 2018 and the work of technical services. The meeting also addressed the issues of preventing and combating corruption in "Almetyevsk-Vodokanal JSC ".

On November 8, 2018, a seminar for heads of state unitary enterprises and joint stock companies with a 100 percent share of the Republic of Tatarstan in the authorized capital to consider issues in the implementation anti-corruption policies, including the adoption of measures to resolve conflicts of interest held in the Ministry of Land and Property of the Republic of Tatarstan under the chairmanship of the Deputy Minister of Land and Property of the Republic of Tatarstan Eduard Diyarov.

The seminar was attended by the chief counselor of the anti-corruption monitoring department of the Office of the President of the Republic of Tatarstan on anti-corruption policy issues Yuri Likhachev.

On November 15, 2018, an event to provide free legal assistance to the population, as part of the Decree of the President of the Republic of Tatarstan dated March 22, 2010 No.UP-156 "On measures to develop the system of legal assistance and legal education of the population in the Republic of Tatarstan" and Law of the Republic of Tatarstan №73-ЗРТ dated 02.11.2012 "On the provision of free legal assistance to citizens in the Republic of Tatarstan" will be held in the Tyulyachinsky municipal district of the Republic of Tatarstan.

A leading consultant, Alexander Paymukhin, was brought into the information and consulting group from the Ministry of Land Property of the Republic of Tatarstan.

In order to provide methodological assistance to municipalities in terms of management of municipal property and land plots Ministry of land and property of the Republic of Tatarstan concluded agreements with local governments.

The agreements provide for a wide range of cooperation, including the analysis of compliance with the legislation of the draft decisions on transactions with property and land plots.

As of November, 1, 2018 the Ministry considered 1 344 applications on 2 2152 transactions, have not revealed significant observations in 736 transactions. In 1 185 transactions notes are given, documents were sent back for revision. Besides documents on 231 transactions have been left without consideration for the reasons of lack of necessary documents and also in the cases provided in Agreements which aren't demanding the direction of documents for consideration by the Ministry.

At the meeting of the Board of NP "Union of Appraisers of the Republic of Tatarstan", information about anti-corruption work in the ministry and tasks in the direction was given by Darya Protsenko (Ministry of Property Management of the Republic of Tatarstan). A questionnaire reflecting the opinion of the commercial sector on corruption-related factors in the management of state property was proposed to the heads of business structures, universities and SROs that are members of the Union. Oleg Bulgakov - member of the Council, Executive Director of the Union, reported on the activities of the Public Council in this area. The results of the survey will be summarized in December this year and will serve to optimize the activities of the ministry.

Olga Gripas made a report on the determination of the fair market value of property transferred to the operational management of state institutions of the Republic of Tatarstan. This direction of the activities of the Union is planned in order to apply the federal accounting standard for public sector organizations "Rent", approved by order of the Ministry of Finance of the Russian Federation of December 31, 2016 No. 258n. In addition to using the Collection of monitoring market prices for valuation objects updated by the Union of Appraisers of the Republic of Tatarstan every six months, it was proposed to organize (if there are funding sources) advice on the use of price ranges, to make additions to the monitoring program. This issue was also proposed to be discussed with the auditors of the Accounts Chamber of the Republic of Tatarstan in order to work out common methodological approaches.

In order to implement the Agreement with the Chamber of Commerce and Industry of the Republic of Tatarstan, in accordance with the proposals of the members of the Partnership, the basic composition of the Committee for Cooperation with the Chamber of Commerce and Industry was approved. It includes Arthur Ayupov, Ramil Ibragimov, Varvara Sharafutdinova and Azat Hafizov. The new working body, together with other members of the Union, will have to approve the structure, directions and work plan of the Committee, make proposals for interaction with the Chamber of Commerce and Industry of the Republic of Tatarstan until mid-November. Board member Dmitry Zakhmatov spoke about similar experience of the Chuvashia Chamber of Commerce and Industry and other regions of Russia.

In order to replicate the positive experience and evaluation practice of the Union, ensure operational monitoring and gratuitous counseling in the municipal districts of Tatarstan, the proposal of the executive directorate to connect two workplaces to the «Praktika» electronic document management system, adapted to the Unified electronic interagency document management system ("Electronic Government of the Republic of Tatarstan"), was approved. The President of the Partnership - Andrei Lisichkin stressed that effective work is already being done in test mode and during the month offered to send to the heads of authorities and relevant organizations, proposals and information about the expert and methodological possibilities of the non-commercial partnership.

On October 25, 2018, the first conference of appraisers of Chuvashia and a round table on forensic evaluation was held in the Chamber of Commerce and Industry of the Chuvash Republic.

More than 50 people took part in the event, among which were representatives of the Ministry of Justice and Property of the Czech Republic, the Ministry of Economic Development of the Czech Republic; Office of the Federal Registration Service for the Czech Republic, state-financed organization "Chuvashtekhinventarizatsiya" of Ministry of Justice of Chuvashia, credit institutions, enterprises, entrepreneurs, appraisers and experts. The Conference was moderated by Igor Kustarin - President of the Chamber of Commerce and Industry of the Czech Republic. The first part of the conference discussed the issue of consolidation of the appraisal community in the Republic. The President of SRO ES - Aleksey Kaminsky stressed that the best option for unifying appraisers, in his opinion, is the creation of the Republican Council for Appraisal Activities at the Chamber of Commerce and Industry  of the Republic of Tatarstan

The co-chairman of the Expert and Consultative Council of the Union of Appraisers of the Republic of Tatarstan, Dmitry Zakhmatov, shared the productive experience of the association of appraisers within the region. The work done to consolidate the assessment community and the authorities of Tatarstan was noted by the Deputy Minister of Justice and Property of the Chuvash Republic, Roza Lebedeva. Leonid Vatkovsky, Deputy Minister of Economic Development, Industry and Trade of the Chuvash Republic, drew attention to the need for interaction between appraisers and authorities.

On October 28, 2018, on the Day of the road transport worker in the subordinate institution of the Ministry of Land and Property of the Republic of Tatarstan State Budgetary Institution "Material Support Administration", where the main activity is the transport service of ministries and departments, a solemn event, dedicated to the professional holiday for drivers was held.

For many years of work and conscientious attitude to their duties in honor of the Day of the road transport worker drivers of the state budgetary institution “Material Support Administration” were awarded diplomas of the Ministry of Land and Property of the Republic of Tatarstan, the Ministry of Ecology and Natural Resources of the Republic of Tatarstan and cash prizes.
